Cuneo: First appointment of the participatory process "General States of Housing". To build a new housing policy that embraces everyone

The city of Cuneo responded in large numbers to the call of Common, That the 23st January has kicked off a percorso as ambitious as it is complex on the theme of the home and living, with the First public meeting of the “General States of Housing”, held in the afternoon at theAuditorium of Spazio Varco, In presence of 150 participants.

The goal is to provide an answer to a need, that of housing., which is becoming increasingly pressing and worrying and which does not only affect the poorest or those in economic difficulty, but which has its deepest roots in a society that is changing, without the housing system doing so at the same pace.

"There is an infrastructure issue to address, but there is also a housing system issue to rethink” she said Mayor Patrizia Manassero opening the proceedings. At a time when even at a European level the issue of housing and living is occupying political decision makers, “we need to work and prepare ourselves as a community, both to be able to attract new European resources dedicated to the topic, and to create networks and new partnerships to address the problems in the field and build a new system capable of responding to the needs of an evolving society".

Cuneo: Primo appuntamento del percorso partecipato "Stati generali dell'abitare". Per costruire una nuova politica dell'abitare, che abbracci tutti

"We need to redesign the geometry of the home system: we are not starting from scratch, we know that, but there is also, very clearly, on our part, the awareness of our insufficient capacity to respond to the need that is growing and changing. – explained the head of the Office for New Citizenships and Social Inclusion of the Municipality of Cuneo, Ivan Biga. The city reasons and wants to do so with a multifactorial approach, with different voices and points of view. And be careful: it is not necessarily true that new solutions are needed, perhaps even old ones can work, but they must be systematized. The purpose of this meeting is to catalyze the city's motivation to join a path open to all: institutions, associations, citizens, stakeholders, private individuals and local entities. Public administration in itself is no longer sufficient to respond to the increasingly complex needs of the territory: it is necessary to activate a horizontal subsidiarity with the task of solving the needs".

For this reason, the Administration intends to think in terms of a housing system, putting on the table also the needs of the owners and not only of those who are looking for a house, in the awareness that to obtain the collaboration of all it is necessary that all are protected and find plausible answers to their needs.

From the room, and from the debate that arose around the interventions by experts from KCity and Labins, the interest in building responses by bringing together the public and private sectors has emerged.

There are themes that – as the speakers showed – characterize Italian cities in this time, such as the increase in empty housing, the distrust of owners, the high costs for energy requalification, the difficulty in finding answers considered "safe", excessive rental costs compared to average incomes, especially of young people and the elderly.

After the founding moment of the journey, the journey will continue through 6 meetings, between March and October, in which we will delve into the concrete mapping of the real situation and its needs to build a city system capable of responding to them.

THEAdministration's goal is to get to the co-design of interventions, services, housing tools and models, which will create new housing policies for Cuneo.
