The two-wheeler sector is once again clearly affected by the anomaly generated by the sharp increase in "end-of-series" registrations recorded at the end of 2024, ahead of the introduction of the Euro 5+ standard. This spike continues to impact year-on-year comparisons: November 2025 closed with a 14,5% decrease compared to the same month of the previous year, despite a more moderate overall year-on-year trend of -2,8%.
November: A sharp slowdown for two-wheelers
The penultimate month of the year saw a marked slowdown, influenced by the comparison with November 2024, which benefited from the first effects of the wave of registrations at the end of the production cycle. Euro 5. After two months of constant growth, the market stops with a decline of 14,50% is 15.630 units sold.
The most penalised segment is that of scooters, which until now has been the real driving force of the sector: November closes at –4,81% with 8.826 registered vehicles. Motorcycles are also in difficulty, falling behind 23,62% and total 5.986 units. Mopeds are still collapsing, returning from a –30,20% and just 818 vehicles sold.
January–November 2025: the decline remains limited
The month of November weighs approximately 5% on the annual total, and this explains why the slowdown has only marginally affected overall volumes. In the first eleven months of 2025, the market has in fact recorded a controlled decline in 2,82% (against the -2,17% recorded up to October), for a total of 334.056 registered vehicles.
Scooters confirm their centrality in the sector, with a growth of'8,11% is 191.155 units. Motorcycles, on the other hand, show a decline in 13,23% and they stop at 129.910 assigned license plates. Mopeds lost about a quarter of the sector (-24,55%) and stood at 12.991 unit.
However, considering 2023 as a comparison year, free from the anomalies of the Euro 5 end-of-series, the 2025 market shows growth of 1,8%.
Electric: stop after two positive months
After having recorded two consecutive months of growth, the sector two electric wheels experiencing a new period of difficulty. In November the sector fell by 32,28% 470 units sold.
The overall balance for the year remains negative, but with a less marked decline than in previous months: –15,44% e 8.159 registered vehicles.
