Messina, energy efficiency, green innovation and digital transition: the "AdMINISTRA" project is underway in the Municipality of Messina.
As part of the program of European funding PON Governance 2014 -2020, the city of Messina will become efficient from the point of view of energy policies, of ecological transition and digital transformation, thanks to the project Administer (Management Actions Integration and re-engineering of Administrative processes), conducted by Municipality of Messina with the support of the consultancy company Intellera Consulting srl.
The goal is one regeneration of the bureaucratic machine, to streamline and facilitate the process of change, through new lifeblood and the participation of the entire community. To change one's DNA, regenerate the urban eco-environment, debureaucratize administrative actions, it will be necessary to absorb new lifeblood coming from the indicated strategic guidelines of the EU. The Municipality of Messina will, first of all, have to think about a strengthening action to govern the processes of change.
The green and digital revolution will make the city more livable and sustainable, also in terms of quality of life. The "vision" of Messina for the next few years must aim for total digitalisation and optimization of citizen services, simplify processes and streamline relationship procedures with citizens and businesses, develop "data driven" policies for the sustainability of the city (Digital transformation), but also define energy efficiency policies from both an economic and social point of view and accelerate the path to renewables and Messina's "green power" (Energy transition). Finally, define actions for decarbonisation and the reduction of air pollution, restore and strengthen green areas and biodiversity, encourage the transition to a circular economy model to preserve resources and transform them into new ones (Ecological transition).
We will start from analysis of "big data" on the territory, which, collected, read and interpreted, will provide indications for changing the municipal administrative foundations, changing perspective and acting accordingly. Messina will move towards ecological measures, both for control and energy saving, through new monitoring software and the optimization of processes for the management of the operational machine. Yes they will create opportunities to enhance areas and skills, making the municipal structure more performing. To do this, you will need to program a technical-economic sustainability and an evolution of the services and departments responsible for public investment programs.
Pursuing the European “Green Deal”., a set of lines of intervention will therefore be determined, which will promote actions involving the entire community. Institutions, stakeholders, associations and ordinary citizens will be interpreters of a great cultural and social transformation, since the construction of urban growth factors, to a large extent, increasingly depends on the availability and quality of knowledge and social infrastructures.
