The measure, defined following the rape of two minors at the Delphina sports centre, has obtained the approval of the Chamber and awaits the green light from Montecitorio.
The Caivano Decree, proposed by the current government in response to the violence and gang rape that occurred approximately two months ago, where two minor girls were victims, is currently being given the definitive green light by Montecitorio.
The Decree has already obtained theHouse approval, now the trust of Montecitorio is missing.
The provision intervenes on the abandoned sports center, il Delphina, which appears to be the scene of crime and violence. Redevelopment activities in the area are planned. The objective is to intervene in situations of social degradation and crime, particularly widespread among minors.
The content of the decree provides for the appointment of an extraordinary commissioner, responsible for defining a redevelopment intervention plan for the Municipality of Caivano. The provision includes numerous work points, from the installation of video surveillance systems to actions to simplify the procedures for the concession of structures for socio-health and educational purposes. The Decree specifies multiple points of intervention aimed at children under fourteen.
In particular, action is taken on the ban on using some tools identified as potentially dangerous. There will be a ban on use IT tools and telephones, to young people responsible for violence between the ages of fourteen and eighteen. As regards some categories of crimes, they will be transformed into "criminal contravention", the consequence is a tightening of the sanction. The provision also delves into the clauses and responsibilities of fulfilling compulsory schooling.
