Eighteen apartments to be allocated to as many families, with common areas and multipurpose neighborhood facilities, including games for children, a gym, a study room, a small garden, offices for associations and much more. And the future of the former Turritania, which is starting to move his steps to become reality. All the details of the project were presented on December 30th, during the end of year press conference of the mayor Nanni Campus e of the entire council.Municipal administration, as part of the PinQuA program (National Innovative Program for the Quality of Living), intends to use the building for residential purposes, with the aim of redeveloping and repopulating the historic centre.
The future of the former hotel is part of a broader vision that affects the entire neighborhood, with a social housing intervention spread around the perimeter of the ancient walled city, through the recovery of a set of buildings currently in a state of abandonment and decay. The objective is to respond to the urgent and pressing needs for urban and social renewal in this part of the city and at the same time try to provide a response to the housing emergency, with new residences intended for controlled rents, aimed at those intermediate social categories who are unable to satisfy their housing needs on the market for economic reasons or due to the absence of an adequate offer, and who do not have the requirements for the assignment of public housing. This category includes a large segment of the population: young low-income couples, single-parent families, elderly people, students, off-site employees, immigrants.
The amount on which the Municipality can count is over 5.550.000 euros, to which is added a 20 percent bonus, obtained thanks to the speed with which the Administration gave the start of the process to start the contract. According to the rules of Pnrr, by starting the procedure by December 31st it is possible to enjoy this additional benefit, which thus brings the total budget over 6 and a half million.Administration had entrusted the associated firm Mossa De Rosa with the execution of the technical-economic feasibility project, on the basis of which it was able to launch the tender according to the procedure
of complex integrated procurement. This requires that the successful company will have to complete the design process and then proceed with the works. In order to take advantage of this more streamlined process, it was necessary to start by the end of 2022. In recent days, letters of invitation were sent to economic operators who now have until mid-March to present their proposals.
The project
The project redevelops the building and adapts it to the new residential use and to contemporary living needs, in full respect of the original characteristics and with the necessary attention to the particularly sensitive location of the property between important historic buildings, the visual center of the long perspective Corso Vittorio Emanuele and scenic backdrop along the path of
Candlesticks. On the entrance facade, to break down architectural barriers, one of the two floors on the sides of the entrance will be replaced by an inclined ramp, maintaining the particular articulation of the double flight staircase with straight or slightly curved walls, plastered or in exposed stone. The trapezoidal wall that delimits the flights of stairs leading to the Piazza Sant'Antonio it will be covered with trachyte slabs similar to those that form the current plinth, and the small original planters now damaged will be restored.
On the other three walls, not architecturally characterized by the square mesh in relief on the floors of the second phase of completion, some of the openings will be expanded vertically and transformed into French windows, with the dual objective of increasing the window surface for residential environments and fragmenting the composition now excessively compact and repetitive. The project involves the creation of a roof-garden on the flat roof, with a green arrangement of a large part of the perimeter surface, while in the center and at the back a paved area will be created, covered by a pergola with semi-transparent photovoltaic modules which, in addition to the aesthetic value, they have the advantage of letting natural light filter into the space below, thus creating a bright and at the same time shaded veranda capable of guaranteeing protection from the elements for the large outdoor living area available to residents. The internal courtyard on the first floor, near the play area, will also be arranged with seats for two
planters in which two lemon trees will be planted to offer residents an additional outdoor meeting area.
The internal distribution of the various floors has instead been radically redesigned, with the exclusion of the basement with the rooms with cross or barrel vaults, which will be preserved in their original configuration. On the mezzanine floor and on the upper floors, the demolition of the dividing walls and the reconstruction according to the new design which provides for the creation of eighteen real estate units, consisting of two, three or four rooms plus services, for approximately fifty-four residents, are planned. In the basement and on the mezzanine floor there are additional services for living and urban services. There will be common rooms and multipurpose neighborhood spaces, a conference-meeting space, an office, home workshops and association headquarters, a gym and children's play area, a study space, and a shared kitchen. The accommodations will be built on the first, second and third floors.
