The president of the Region Alessandra Todd announced the programmatic declarations on the government program on 10 May in the Regional Council.
Below is the outline of his speech.
Mr President, honorable Councilors and Councilors, being able to serve as President of our Autonomous Region is for me an immense honor and a task for which I deeply feel the responsibility, aware of the challenges that await us but also of the countless possibilities that together we can achieve.
I would add that being the first female President of the Region is a historical fact, and it is especially so because here too, from now on, this can be considered an achievement of acquired civilization and no longer as an exceptional event.
The election campaign is over. As difficult and rough as it was, I always had a clear distinction between the political level and the personal level. And on a political level I always and only want to discuss. In a fair and constructive way.
Today I am the President of all the Sardinian people, of those who voted for us and of those who voted for alternative proposals to ours, including those not represented in this council. I am the President of all those of our citizens who have decided not to participate in the vote.
For everyone, I and the Council that I am honored to preside over, are committed to working every day with passion, integrity and transparency, always putting the well-being and prosperity of those who live in Sardinia first.
For everyone, I intend to govern with credibility and with the aim of building ever stronger trust between the Sardinians and our regional institutions.
But let's get to the work that awaits us and therefore to the programmatic declarations.
In this difficult historical moment, when thoughts often turn to the news of what is happening in parts of the world where even a universal value such as peace is being undermined from many quarters, it is essential to build on ourselves, starting from who and how we are, and recognize that the strength of our land lies in its people, in its identity, in the diversity and variety of its cultures, in its history, in the richness of its traditions and its nature.
Our common mission, for which we need the active collaboration of the many people who work in the Public Administration and of all the forces that in the Regional Council represent the territories and the citizens who voted for them, is to enhance every corner of our beloved island , promoting sustainable development and innovation, social inclusion and protection of the environment around us.
I am counting a lot on the team that will accompany me on this journey. It is not just a group of professionals and experts in their fields, but of women and men who are deeply in love with Sardinia, determined to spend their knowledge and energy for the common good. It is with them and with all of you that we will face, with vision and courage, the present and future challenges.
Our sole objective will be to pursue the interest of the Sardinian people. This means creating opportunities for decent and fair work, ensuring quality education, promoting and keeping alive our culture and traditions, protecting the health of citizens and the integrity of our territory as we open up to the world. It will also mean listening, being present and responding constantly and concretely to the needs of each community, those of cities and the smallest municipalities, so that no one feels left behind.
I invite each of you to actively participate in this journey. Only together, with mutual trust and unity of purpose, can we overcome every obstacle and build a future of peace and prosperity for our region.
We need a collective mobilization starting from the citizens, we need a shared responsibility and a good dose of pragmatic optimism, to ensure that Sardinia can face and overcome the challenges of the present and the future with courage and a clear vision.
Choral action is needed to overcome inequalities, poverty, injustices and neglect, to protect health, to promote new innovative and sustainable development and create dignified work opportunities.
The construction of the house of our tomorrow cannot be postponed any longer: the time to act is now. It is now that we must give legs to the intentions on the basis of which the electorates and the voters have given us their trust and assigned the task we are called to carry out.
It is an ambitious path, based on ten programmatic axes, which outlines key actions in various essential areas for the relaunch of Sardinia. Among these, I want to mention the rebirth of public services with particular attention to healthcare and its essential levels, the promotion of "good work", the development of an economic model that is suitable and not suffered by the island, the right to internal and external mobility that overcomes our insularity and to quality education, investment in self-determination and the need for adequate representation at European and global level.
Our vision also emphasizes the importance of governing technological transitions as a driver of growth, amplification of our development model and bureaucratic simplification, fighting poverty and inequalities and promoting growth that takes into account the environment, education and essential services. We want to achieve an energy transition that is useful first and foremost to Sardinia and the Sardinians, which aims to maintain water as a public good and places landscape and environment, primary values and non-negotiable goods at the center. We will not tolerate speculation.
We want to invest in our cultural and linguistic identity. Self-determination, as we have said, walks on the shoulders of an educated people. A self-aware people.
Although there are many issues, the vision is unique and is that of a peaceful, healthy, free, supportive, inclusive, pro-European and sustainable Sardinia, where the quality of life is based on efficient services thanks to an agile administration capable of responding to the needs of citizens. We aim for a connected island, technologically advanced and equipped with an innovative and competitive entrepreneurial fabric.
The Sardinia we want to build is a place where each individual with education, courage, creativity and a collaborative spirit, actively contributes to the political, economic and social life of the island and finds fulfillment in a healthy, full and prosperous life, and this is why we are working and will work to ensure that the quality of life is at the center of public policies, that the efficiency of services and a streamlined administration are at the service of citizens, that the economy grows in harmony with the environment and that each person can find a job that not only supports, but accompanies and enriches life.
We want to recreate the generational pact between our young people, who must have from us the tools to create their present and near future in Sardinia, and our elders who are the custodians of the values and knowledge of our communities.
And now let's look at the programmatic axes in more detail.
Health
We propose a model for the Sardinian Health System, based on Article 32 of the Italian Constitution, which aims to strengthen public health care, currently weakened. We must intervene urgently, given the criticality of the situation in Sardinia, crushed by staff shortages, unequal distribution of resources and inadequate infrastructure.
Our priority is therefore to restructure the Sardinian regional healthcare system, placing the care of citizens' health and their healthcare path at the centre. We want to achieve this objective by reorganizing the local health authorities and hospitals, with the optimization of resources, the advancement in computerization and digitalization of services, including telemedicine. The strengthening of hospital-territory integration is fundamental, improving access to care and building healthcare closer to communities through the creation of proximity care networks, enhancing the "One health" approach and encouraging collaboration between the various sectors for integrated and inclusive healthcare.
In the perspective of rebuilding local healthcare, socio-health districts are fundamental and the development of local structures such as Community Houses, the strengthening of home care and the use of Telemedicine is necessary. We want to integrate health, socio-health and social care, using digital technologies for efficient and up-to-date assistance, to coordinate care and improve access to services. The Electronic Health Record must be a key tool in the process of taking charge of the citizen. We must therefore prioritize its updating and availability throughout the healthcare network. We must strengthen the local operations center for taking care of patients and intervene to reduce waiting lists through an increase in dedicated resources and a different organization of the booking system and the availability of specialists in the area. We must prepare an extraordinary plan for mental health, through the use of qualified centers and widespread assistance coordinated with the municipalities.
It is necessary to intervene on the optimization of Sardinian hospital healthcare, which requires the modernization of the structures to respect the Essential Levels of Assistance and lead to the improvement of the efficiency of treatments. Hospital redevelopment is proposed, reclassifying hospitals by intensity of care and strengthening and integrating emergency rooms and emergency services. The integration between highly specialized and local hospitals is fundamental, promoting multidisciplinarity, the creation of networks and health centres.
It is important to make the regional prevention plan current by defining in greater detail objectives that can make prevention paths effective throughout the territory.
To enhance the value of healthcare personnel in Sardinia, it is important to improve working conditions and incentivize staff. It is also necessary to implement continuous training, staff adaptation and the valorization of human resources. A modern approach is needed that encourages collaboration, improves working conditions and promotes decision-making participation. The importance of integrating training and professional development with economic and career incentives is emphasized, as well as ensuring the well-being of staff through work-life balance policies and health programs.
It is important to integrate social and health care in Sardinia, recognizing health as a complex need that includes social and cultural aspects and implementing strategies to respond to the needs of the most vulnerable populations and address social issues that affect health. For this reason, we want to focus on the implementation of integrated rehabilitation pathways, health promotion programs, and the strengthening of social and health services. We want to enhance the role of the private social sector and the need to support the territorial pharmaceutical network to improve access to services, with a strong emphasis on collaboration and innovation.
We want healthcare tailored for children and therefore invest in an excellent pediatric hospital and accessible pediatric care in the area.
Social Policies
The innovation of social policies in Sardinia can no longer be postponed. It is necessary to adapt them to changing times and not abandon those who are most in need. To achieve this goal we must actively involve political and administrative institutions in all territories, promoting collaboration and the innovative use of participation and communication tools, to face social challenges with commitment and cohesion.
We must invest in social security and economic protection of the most vulnerable layers of our population. Being poor is not a fault, but a condition from which one can emancipate oneself with active support from the region.
To reduce the socioeconomic gap in Sardinia, amplified by pandemics and global crises, integrated policies are needed to fight poverty and education must be valorized as a lever for intergenerational change. Priority must be given to economic support aimed at literacy, the fight against marginalization, social inclusion measures to combat marginalization and promote universal access to essential services, focusing on a holistic approach that involves the third sector and local communities for a stronger and more cohesive social fabric.
To promote health and social well-being on our island, we must focus on prevention and integration of services for the elderly, young people and victims of violence. Priority must be given to the autonomy of the elderly and community welfare, with prevention actions from a young age and with attention to identifying solutions that integrate, rather than isolate, those in need. The policies to be pursued include the strengthening of home support, the development of cohousing and the training of family assistants, together with prevention services and the promotion of healthy lifestyles for all ages, through inter-institutional and community coordination. We will contribute to the construction of well-being with the establishment of basic psychological services (first level), distributed throughout the territory.
We want to work to weave inclusion and well-being, connecting citizenship rights, family, sports and violence prevention. We will establish a fund for the essential expenses of vulnerable families, promote active participation through citizen consultations and support the third sector and volunteering. Youth education in social representation and the importance of sport as a vehicle of positive values and inclusion must be put in the foreground, providing for the creation of coordinated structures for integrated management of youth, sports and family well-being policies. We will support these actions by providing the educational agency par excellence, the school, with the figure of the school psychologist on an ongoing basis.
We must ensure decent and accessible housing, addressing housing insecurity and promoting social inclusion. Social housing is important to provide affordable housing solutions. Concrete actions are needed to improve the management of the building heritage, to promote environmental sustainability and revitalize small towns. Effective monitoring is necessary and interventions are needed for sustainability and to help families in small towns, as well as to reverse depopulation and birthrate phenomena, creating a favorable environment and guaranteeing the services necessary for family life and the well-being of communities.
To counter the increase in inequalities, we need sustainability, innovation and cooperation for an inclusive society. We need actions to fight poverty, promote education, guarantee equal opportunities, and support integration and active participation. We need a public body to protect equal opportunities, education on diversity, it is necessary to support the Anti-Violence Centers and apply a systemic approach to social integration, aiming for a fair and supportive Sardinia.
Work
Work is a founding value and a fundamental aspect for the quality of life. The Sardinian economy is fragile, dependent on public intervention and too linked to the national economy, it has a low GDP per capita, a weak production structure and declining demographics. It is essential to strengthen the local economy, taking advantage of opportunities such as the PNRR, with policies oriented towards full employment, sustainability, inclusion and quality of work, involving all actors in the "Pact for Good Work".
The Sardinian labor market shows a high level of precariousness and massive youth emigration, aggravated by demographic ageing. The proposed strategy aims to reverse emigration and attract talent, enhancing higher education and job placement with a focus on innovation and smart working. Efforts to integrate active policies, training and employment services must be coordinated. It is crucial to adapt the labor market to global dynamics, promoting the employability and integration of migrants, with a careful eye on the quality and dignity of work.
We must work side by side with our entrepreneurial class to build and develop with them the skills necessary for the competitive growth of our productive realities and to be able to create increasingly robust paths between education, training and job opportunities that allow our young people to be able to achieve in their land.
Vocational training is crucial for employment and development in Sardinia and is transversal to all programmatic axes. An organic law is proposed to reform the training system, including the accreditation of agencies and collaboration between training and education. The establishment of a professional training observatory aims to synchronize the training offer with market needs. We need to improve digital skills, certify qualifications and support small businesses and fragile individuals in training, thus contributing to the economic system's ability to adapt and to innovation.
Work in Sardinia must be protected and made safe for everyone. The application of the Consolidated Law on Health and Safety is expected, with emphasis on training, supervision and collaboration between entities. We must fight undeclared work, promote worker participation in company management, and enhance workers buyout. It also intends to raise awareness of labor rights, improving information, training and support for workers for greater awareness and protection. These measures aim to guarantee dignified, healthy and productive work, contributing to the well-being and economic competitiveness of the region.
We will work to promote a safe and quality work environment in Sardinia, highlighting the importance of health, safety, and workplace justice. We will support decent work in every way, encouraging companies to respect safety regulations and employment contracts in order to access public contributions. The aim is also to integrate vulnerable workers. This approach aims to ensure quality, fair and inclusive work, contributing to the well-being of workers and the sustainable development of the region.
Diversity must be seen as a resource and decent, safe and well-paid work must be guaranteed. The actions aim to promote equality of opportunities, combat discrimination, and support work-life balance. We want to fight precariousness through active policies that ensure fair working conditions and access to rights and protections. Professional training and support for self-employment (enterprise culture) are key strategies for creating job opportunities and stimulating economic autonomy.
Knowledge and Culture
To generate hope, a different approach to culture is needed than the one used so far.
It is necessary to overcome the culture of claims, in which we Sardinians ask others to take charge of our problems and their solutions, to build instead, with all the passion and intelligence possible, modern institutions at the full service of Sardinia.
The first way to change our approach is to tell our story differently. Even at the cost of questioning those stereotypes that hide the difficulty in giving ourselves reasons for unity and reasons to advance.
For too long we have been trapped in a narrative that is "against". A story in which others have the power to decide our lives and we have no choice but to rebel to demand less oppressive treatment.
But this is not the only story that our past has left us as a legacy. It's not the best we can tell ourselves and, above all, our sons and daughters.
It is necessary, above all, to rethink culture as a true and new driver of the economy, valorising its great archaeological, post-industrial, visual arts and entertainment heritage. In this regard, it will be our task to strengthen the training of new professions useful for strengthening the cultural sector but, at the same time, useful for providing job opportunities for young Sardinian men and women.
We must innovate while maintaining the values of our tradition, but at the same time promoting an evolution of society towards a cosmopolitan and multicultural dimension. The challenge is to improve education and training, enhance the Sardinian identity and promote Global Citizenship Education, in line with the objectives of UNESCO's 2030 Agenda. We will promote initiatives to strengthen STEAM education, especially for girls and boys, professional orientation, international mobility of young people, and social participation, aiming for a training offer that reflects current and future needs. We want to enhance the Sardinian historical and linguistic heritage, transforming the territory into an open-air museum, in which our cultural assets are interconnected and accessible.
The education system in Sardinia is seriously behind. We propose to innovate the educational offer and increase resources for the right to study. A Framework Law on Education and Training is appropriate to adapt them to the needs of the times, achievable through two fundamental levers: the comparison with the educational institutions and the implementation of a close collaboration with the central State for a framework agreement that enhances and preserves the Sardinian school from the rationalistic logic of numbers. It is necessary to resume the Observatory on school dropout, monitor its results, reprogram targeted actions and increase funding for innovation in teaching and for open school projects. We want to promote social inclusion through education, with a focus on the integration of discriminated categories and access to education for all. We want to encourage the practice of sport and healthy lifestyles in schools through dedicated measures. The goal is to transform Sardinia into an island of intelligence and education: the school returns to being a welcoming, inclusive environment and a central territorial cultural stronghold for our young men and women.
It is important to promote and support culture, history and language from the earliest school cycles, strengthening, even at school, the teaching of the Sardinian language and promoting bilingualism in the educational system, with the aim of enhancing the cultural and linguistic heritage as a foundation for personal and collective development and preserving the great wealth of identity imprinted in our thousand-year history.
We want to fight school dropout by addressing its causes: economic difficulties, early entry into the job market, difficulty in reaching school easily and continuously or demotivation due to mediocre academic performance. We need targeted interventions and we need to act on multiple fronts: economic support, connection between school and work, a transportation system tailored to students and innovation in teaching to increase their interest. Education in complexity and technological innovation is important and the political trend of limiting resources to the detriment of the quality of education must be reversed. We need to stimulate cooperation between schools and the third sector for shared projects to combat dropout.
We know how much a welcoming, multifunctional and innovative space affects the quality of learning: we want to rethink educational spaces to combat school dropout, promoting less static educational environments that stimulate the creative and dynamic development of students. The goal is to create flexible, multifunctional and sustainable environments, support educational guidance and improve educational services from kindergartens to universities. We also want to implement an innovative and inclusive teaching model, focusing efforts on strengthening the educational offer in peripheral, internal and rural areas to reduce the educational gap through a model based on the network of small schools.
University and research are crucial for the development of Sardinia, for this reason we propose investments in open and multidisciplinary research, promoting the realization of projects of international importance such as Einstein Telescope and promoting synergy between universities and research centers. The objective is to enhance the skills of young researchers and stimulate innovation through partnerships, promoting basic and applied research.
Territorial Government
The Government of the Territory in Sardinia is essential for the implementation of innovative policies and new development models and must fully utilize regional autonomy to manage urban planning, transportation, cultural heritage, landscape, environment, energy, waste, education and other matters. Various tools will be used that require effective coordination between departments and a dedicated office, the Plan Office, for the integration between the different disciplines. Collaboration between Local Authorities and the Region is essential, in compliance with the principle of subsidiarity, to ensure plans and policies that reflect territorial specificities and local needs, while promoting an integrated planning approach at inter-municipal level.
Our vision involves a coordinated and integrated approach based on a territorial development plan that considers education, environment, landscape, transport, energy, housing together, focusing on the strengthening of local technical structures. We want to promote collaboration between different sectors and the inclusive participation of different territorial actors in the decision-making process. Furthermore, we propose the drafting of a new urban planning law and the completion and updating of the Regional Landscape Plan, capable of integrating and connecting coastal and inland areas, to address challenges such as climate resilience, sustainability, heritage conservation, with a keep an eye on reducing land consumption and promoting renewable energy communities.
All this will also be done through specific measures of urban and territorial regeneration including the revitalization of degraded areas, promoting social inclusion, accessibility and redevelopment of territories, inserting new functions and building new forms of relationship between territory and local society. We want to focus on an integrated vision that concerns residences, economic models, services, shared spaces, greenery. We also want to introduce a new regional discipline to enhance civic uses for productive purposes, ensuring the conservation of resources and the benefit for the community. Our vision includes the enhancement of urban and rural areas, through the construction of an urbanity that is innervated in the territory, promoting regeneration as a driver of sustainable development, the redevelopment of the building heritage and the recovery of abandoned properties, with a focus on quality of life and on inclusion, participation and territorial cohesion.
We want to defend the right to live through integrated plans that include not only housing but also activities and services, suited to the needs of different territories, promoting innovative models of individual and collective residence and guaranteeing accessibility for people with disabilities. We foresee the modification of the rules on regional mortgages, incentives for rental, temporary accommodation for housing emergencies, the strengthening of measures for public housing and social housing. A key action will be a new regional law to regulate the right to live and short-term rentals with the establishment of a guarantee fund for non-payment problems.
The Region-State relationship must be based on respect for the Sardinian Autonomy Statute and the co-management of state-owned assets and easements, including cultural and environmental assets, ports and airports. It is essential to renegotiate the management of state-owned fees and concessions, strengthening local structures for effective management. In Sardinia, where 60% of Italian military easements are located, it is necessary to renegotiate easements where possible, enhance civic uses, reconcile military activities with civilian and research uses as much as possible, reclaim, regenerate, and reconvert unused military assets.
The archaeological and historical heritage is part of our identity and is a fundamental resource for tourism. Many sites are abandoned, require recovery and valorisation, and are not always supported by adequate regional funds. We will invest in training, digital mapping and the promotion of integrated territorial projects, with collaboration between the Region, Superintendencies, local authorities and site managers. It is essential to strengthen regional structures for effective management, ensure a balanced distribution of funds, and promote access and use (including digital) of heritage and places.
Environment and Landscape
The Environment and Landscape, a synthesis of nature and culture, are essential for the Sardinian identity, they are non-negotiable goods and require an integrated strategy that crosses all regional policies.
To pursue sustainable development and adaptation to climate change, we believe it is essential to create proactive environmental awareness.
We intend to move towards overcoming sectoral approaches for holistic environmental planning and design, also through the creation of a special office with adequate resources for interdisciplinary management and coordination. We want to develop a strategy that protects the environment and landscape, seeking a model of sustainable development through cooperation, participation and coordination between institutional and territorial bodies, based on respect for Sardinian identity assets and on balance with European policies for the ecological transition .
We want to integrate environmental protection with sustainable development policies, promoting local production and consumption and actively involving communities and institutions.
We want to actively manage the forest areas and enhance the parks, with particular attention to the sustainable management of resources and eco-compatible tourism and develop an economic model that enhances the Sardinian specificities, promoting quality agri-food production and supporting innovation respecting the environment.
We aim to increase recycling, modernize disposal plants, improve differentiation and protect biodiversity, promoting an integrated approach that involves all territorial and institutional subjects for effective and transparent environmental management based on a single regional authority and on the definition of a single waste tariff that rewards virtuous communities and citizens.
We want the reclamation of our territory to be transformed into excellence with a reclamation hub that brings together research, technology and business.
We will improve public management of water resources for an integrated system capable of ensuring self-sufficiency for civil, agricultural and industrial uses and we will strengthen the Sardinia Water Authority to support renewable energy production and ensure environmental sustainability, while making infrastructure more efficient and modernizing it with the aim of reducing losses.
Mobility, Transport and Technological Networks
Sardinia needs a sustainable and effective transport and mobility system – understood as the set of infrastructures, services and governance – capable of overcoming structural disadvantages such as insularity and chronic development delays. The right to inter- and intra-regional mobility for residents must be guaranteed, as well as the right for Sardinia to be accessible for visitors and goods. We will implement an efficient and integrated management of transport, to develop and promote sustainable mobility, public transport and active mobility, to adopt smart technologies, to improve accessibility and the quality of transport services, to implement advanced digital infrastructures.
We want to reduce pollution, promoting the sustainable development of cities and the territory and improving the quality of life. For this reason, we will develop a modern and innovative public mobility system, an alternative to the exclusive use of private cars, an integrated multimodal mobility system connected with digital technologies, which includes adequate infrastructures and collective public mobility services (pedestrianism, cycling, local public transport, shared mobility) suited to the needs of the population and the times we live in.
Sardinia aims to become a leader in innovation and digitalization, a true hub for advanced technology and digital ethics. We want to gradually bring ultra-connectivity throughout the territory, and expand digital infrastructures and promote open innovation and technology transfer in order to stimulate international investments and pilot projects, also with public-private collaboration. We will establish the Artificial Intelligence Observatory to promote ethical innovation and support research and development of responsible AI integration in key sectors.
Due to the lack of effective governance, Sardinia still has significant delays in transport compared to the European average, both in services and infrastructure. We need to equip ourselves with a regional plan for transport and sustainable mobility, which integrates the transport system in coherence with settlement, social, health, educational, economic-productive, tourism and environmental policies. We will give priority to the adaptation and improvement - in safety and functionality - of the regional road network, on which the majority of daily passenger and freight mobility takes place, especially in the service of the weakest areas where it represents the only existing alternative, and to the modernization and development of the railway network, in integration with road services.
Area and maritime Territorial Continuity is the instrument with which an island can and must be united to the rest of Italy and Europe, in application of the right to be accessible, to ensure that its geographical condition of insularity and peripherality does not cause economic and social gaps and territorial inequalities. Therefore, we mean:
1) negotiate with the Government much more significant economic resources than those available today to implement the principle of insularity for which the State must promote "the measures necessary to remove the disadvantages deriving from insularity", substantial disadvantages in aerial territorial continuity as in the maritime one
2) resume a continuous and close comparison with the EC for the air CT with a clear PSO (Public Service Obligation) project, technically well supported and defensible in any location.
3) Experiment, in high-season airports and in the summer period, a model that provides, in addition to the OSP, also social assistance – reimbursements – to passengers resident on all Sardinia-Continent connections.
We will work to implement continuous and closer coordination and collaboration with the Regional Port System Authority, especially to improve the quality of last mile infrastructure, to connect ports with the main transport networks and to encourage policies such as the Marebonus from which Sardinia has always been excluded. It is essential to enhance the strategic position of Sardinia in the Mediterranean.
Energy transition
Our goal is a sustainable and just future, based on the integration of renewable resources into the local energy system. We aim to obtain direct benefits for the community, economic development, new employment, reduction of CO2 emissions and energy costs that are affordable for citizens and competitive for businesses.
We will work for a sustainable energy transition, aiming for climate neutrality and independence from fossil fuels by 2040. We will act on governance, development of Renewable Energy Communities (CER) and technological innovation, including the use of hydrogen and new storage systems. We want to establish the Energy Company of Sardinia, in the form of a multi-utility, based on the virtuous models of other regions, which will coordinate the transition, ensuring clean energy and fair prices, with a focus on inclusiveness and community benefits.
We will gradually reduce dependence on fossil fuels and manage renewable energy sources (RES) in the primary interest of the Sardinians. In doing so, it will be necessary to effectively manage power flows to stabilize the electricity system, promoting self-consumption and developing infrastructures and industrial policies compatible with the increase of RES. Therefore, we will improve electricity distribution, define suitable areas for renewable plants, and support the transition with investments in advanced technologies and energy storage.
We will introduce actions to optimize energy consumption in the domestic, public, industrial and transport sectors. The objective is to improve efficiency through incentives, public-private partnerships, and support for self-consumption. We will reduce energy consumption in transport, promoting collective mobility and the electrification of vehicles and enhancing renewable energy with an approach that balances economic, social and environmental benefits.
We will integrate electric mobility with the energy system to optimize the use of renewable sources and we will plan specific actions to promote the diffusion of electric vehicles, including the creation of a widespread and economically advantageous charging system for citizens, businesses and public transport .
We will promote a conscious energy transition, through the training of users, suppliers and installers towards sustainable behavior and the diffusion of environmental ethics. We will create qualifying training programs and advanced training courses in STEAM disciplines to combat the talent drain, offering scholarships and corporate collaborations.
Sustainable economic and social development
We want to promote a sustainable and fair economy, which combines progress and social inclusion. In this sense, the adequacy of infrastructures, both material - such as transport, water, energy, waste, digital connection networks - and immaterial - such as education, training, justice, social capital - and the need for an regionally efficient. Businesses and the Region will have a crucial role in creating a context favorable to economic development, through a planned and monitored use of resources and avoiding the indiscriminate allocation of funds.
We must overcome economic dependence and productive fragility through diversification, innovation and the promotion of quality employment. The role of the regional administration in guiding development and in the effective use of European Funds to stimulate growth and jobs is crucial. We will create support tools for new innovative businesses, especially in the sustainability and circular economy sectors, and we will commit to strengthening small businesses and the artisan sector, promoting collaboration between businesses to make them stronger on the markets.
We will strengthen Sardinian agriculture also through the review of the current organization of the agencies and we will promote the integration between agricultural production and agri-food processing in order to increase added value and employment, while preserving the cultural and natural heritage. Through a framework law for a strategic and unitary approach, we will encourage innovation, support start-ups and integrate agri-food supply chains with national and international markets. We will strengthen agro-forestry, biodiversity and sustainable practices, enhancing local production and integrating agriculture with tourism, and we will promote training and research for a more competitive and sustainable agricultural sector.
It is necessary to renew the industry, drastically reducing pollution and eliminating obstacles to development such as excessively high energy and transport costs, globalization and political disinterest. We will focus on modern manufacturing, integrated with advanced technologies and biotechnologies, promoting the ecological transition and attracting investments. We want to go in the direction allowed and suggested by the technologies available today, which pave the way for a new industrial revolution and can bring a very important contribution to the agri-food sector.
We want to encourage the sea economy by focusing on the Blue Economy to develop and not deplete marine resources, integrating tourism, fishing and technological innovation. We will invest in research, develop eco-compatible infrastructure and manage resources through integrated plans.
The nautical sector is rapidly developing and we intend to strengthen it with investments, training and targeted tools.
Maritime tourism is certainly an important lever for attracting investment, so we will promote Sardinia as a destination for recreational boating and develop support policies for nautical tourism and environmental conservation.
The tourism sector needs to be renewed. The region, traditionally rich in attractions, is recording a decline in visitors, more attracted by other Italian and foreign destinations. Critical issues include inefficient and expensive connections, lack of planning and valorization of cultural and natural resources. To reverse the trend, we will focus our action on the creation of a DMO (Destination Management Organization) that brings together institutional subjects with all the actors in the tourism supply chain and makes them work towards sustainable and diversified tourism, on improving infrastructure and on the promotion of hospitality, aiming to make the island attractive all year round and enhancing the uniqueness of the Sardinian heritage.
The Sardinian economy must be strengthened by the valorisation and revival of local craftsmanship. Through a regional quality brand, we will promote the uniqueness of Sardinian craftsmanship, integrating production excellence into a global marketing strategy. The aim is to attract investors and tourists, taking advantage of the growing interest in experiential tourism. The project involves the creation of funds to support art and craftsmanship, promote entrepreneurial collaborations and enhance the Sardinian cultural heritage for sustainable tourism development.
New Sardinia System
We want to work to address crucial challenges such as political participation, special autonomy, administrative efficiency, relations with Europe and the Mediterranean.
To support these objectives we want to introduce the statutory and legislative reforms necessary to improve regional government and administration, enhancing Sardinian specificities.
The final success will also depend on the active participation of citizens and productive forces.
We will proceed with the reform of the Sardinian Statute to enhance regional autonomy, improving political, territorial and gender representation. We will also do so through a conscious and careful use of the implementing rules, as a mechanism for integrating the skills of the Sardinia Region, with a view to enhancing and placing the Sardinian people and their concrete needs at the centre.
We aim to strengthen the Sardinian presence in Europe and to have an open dialogue with national institutions, not passively, but proactively and consciously with respect to the needs of our island that, unfortunately, have been put on the back burner for too long. The reform also aims at a more effective management of the Regional Council, of the relationship between it and the Regional Council as well as of the regional administrative apparatus, with the aim of improving the effectiveness, efficiency and cost-effectiveness in the implementation of public policies, with the ultimate goal of expanding and strengthening the set of special rights of Sardinia.
A further commitment that we undertake before you is to intervene on statutory law n.1 of 1977 precisely to give space to a regional executive body that is more responsive to the challenges that await our era. It is a priority to overcome the "silo" logic of the departments, enhancing inter-departmental skills and discussion tables in order to encourage collegial work and not for aseptic monads that are often unable to coordinate with each other.
To do this, we will intervene to reduce the rigidity of the delegations provided for by the legislation currently in force, providing greater flexibility on the competences of the assessors with the sole purpose of promoting greater harmony between areas of competence, administrative structures and public policy needs. In this way, we will also be able to promote a merger of homogeneous functions, currently split and which therefore tend to overlap when implementing them.
To encourage development we will focus on regional programming, managing in the best possible way the significant funds allocated to infrastructure investments. With over 10 billion euros planned for 2021-2027, we aim to achieve the maximum possible result within the time constraints of the programmes.
The objective is to equip ourselves with an effective organisation, which facilitates collaboration between the Region and local authorities and which, through the unitary management of resources, promotes a budget useful for generating public value.
We will transform the Sardinian regional administration into a more efficient and transparent body, enhancing human resources and promoting organizational innovation. This is why we need a reform involving a reorganization of the general directorates, new personnel management and the introduction of a results-based evaluation system.
The objective is to reduce administrative slowness, simplify processes and enhance digitalisation to offer more accessible and quality public services. This reform also provides for a strong involvement of citizens and the creation of multifunctional territorial offices for easier access to regional services.
We will reform the relationship between the Region and territorial bodies, replacing the centralist approach with one that enhances the participation of the territories, in order to fully implement the principles of subsidiarity and loyal collaboration between all levels of government also through the decentralization of administrative competences , strengthening local autonomy and promoting the efficiency of public services.
We will carry out an institutional reorganization that guarantees equal development opportunities for all territories, improving coordination and cooperation between the various levels of government and stimulating the active participation of territories in decisions that directly concern them. To this end, it will be necessary to completely rethink the lines of coordination, consultation and consultation between the Region and territorial bodies, enhancing and strengthening the designated collaboration offices. In this sense, our action of coordination and valorization of the entire regional territory will be read from the perspective of a territorial pact that brings the territories and citizens back to the center of regional politics.
It is essential that Sardinia strengthens its relations with Europe, the Mediterranean and the global system, aiming for a greater impact in European decision-making processes and a renewed commitment to Mediterranean and international cooperation. We will act strategically to increase the impact and presence of Sardinia in the European context, improving the management of Euro-Mediterranean cooperation programmes and promoting the export and international relations of Sardinian companies. We intend to equip ourselves with a representative for European, Mediterranean and international affairs and to establish a Special Office to coordinate initiatives, with the aim of positioning Sardinia as a central point in the Mediterranean and global scenario, enhancing its uniqueness and potential.

But there are some issues to address right away.
Autonomy: the hour of responsibility
We cannot continue to think of our autonomy exclusively centered on a plan of economic claims and requests towards the State.
Setting the principle of insularity on this sole basis would mean abdicating the exercise of autonomy in the name of a "more satisfactory dependence". A mistake that the regional ruling class has often made in the past.
The principle of insularity is a call to action on which the ability to think about the autonomy of the regional political and intellectual class will be tested.
Rethinking the Region-Local Authorities relationship
It is necessary to rethink the Region-Municipalities relationship to ensure that the planning of public investments is truly effective.
Public spending represents the largest item of GDP, the share for investments deriving from regional funds, European structural funds, national cohesion funds, PNRR; it is the main driver for the creation of works. The planning cycle ends in most cases at the level of local authorities: the Municipalities are the implementers of the interventions, the spending terminal.
Municipalities must be given support consistent with the role they play in the planning cycle: it is necessary to invest in strengthening the administrative capacity of the Municipalities.
A truly unitary programming: the strategy dictates, the programs apply it.
Effective regional programming is the transformation of an idea of Sardinia into a strategy and its implementation through the unitary management of programs. Also in this case the focus must be shifted: from programs to strategy. The strategy guides, the programs transform it into spending lines.
Let us courageously build a revolutionary, participatory, open Sardinia.
The question we must ask ourselves is: do we really want this Future? And do we really want to work to create the conditions for this to happen?
Because this future has a price on the island where everything changes so that nothing changes.
This future implies a profound change in mentality.
It implies that Sardinia should once and for all stop being ashamed of itself and complaining about its fate.
Let us stop with the systematic attacks on identity, made up of mockery, ridicule, corrosive contempt. Of disclaimer.
And stop talking about the colony and take responsibility for the change.
Let us finally assume full and mature awareness of the aspects of indisputable greatness of our history and of the beautiful seasons that have characterized our past.
And we begin to learn to want to be known and remembered for who we are today. Here and now.
We will work seriously for a transformative project, of change for Sardinia, we will be inclusive, but we will not be a mask for those who only want to conserve.
