Pnrr, the third installment is released but part of the funds is postponed.
Rome reaches an agreement with Brussels on the funds of PnrrI 18,5 billion of third installment will arrive, as expected, within the end of the year. The impasse that blocked the tranche therefore seems to have been resolved.
The Minister for European Affairs Raffaele Fitto would have presented, according to what we learn from a note from Palazzo Chigi, “a request for amendment regarding student housing reform”. A proposal for change the format of the third installment, which was originally worth 19 billion and included 55 objectives.
In the outline of understanding shared by the Italian government with the EU Commission, the tranche would not be disbursed in the entirety of the 19 billion: around half a billion would be included in the fourth instalment. The figure corresponds precisely to quota linked to the creation of new beds for students which was at the center of the negotiation.
For university students 60 thousand beds, which must be completed by 2026. New intermediate objectives on student housing will therefore be expected in the fourth installment of the Pnrr.
"The proposal – he announces Chigi - it will be examined by the Commission itself and then by the Council of the EU, together with the other ten proposals to modify the fourth installment already examined by the Control Room and presented to the Commission on 11 July".
Finally, the government would like to point out that “the total of 35 billion euros foreseen by the PNRR in 2023 will be collected in full”.
