The Council of Ministers on the proposal of the Minister of Foreign Affairs and International Cooperation Antonio Tajani, approved a bill ratifying the accession of the Italian Republic to the Additional Protocol to the Convention concerning the contract for the international transport of goods by road (CMR), relating to the letter of electronic car, concluded in Geneva on 20 February 2008.
The Cmr regulates various legal aspects relating to international road transport and, in particular, regulates civil law relationships for international transport – including the rights and obligations of the parties, the responsibility of the sender and the carrier.
The Additional Protocol, aimed at legally facilitating the use of electronic waybills, does not modify the substantive provisions already in force but provides an additional legal framework for the digitization of consignment notes, integrating the Convention for facilitate optional compilationa of the consignment note through electronic recording and data management procedures.
Adherence to the Protocol constitutes a necessary step to achieve the National Recovery and Resilience Plan (PNRR) relating to the simplification of logistical procedures and the digitalisation of documents. It also falls within the framework of the implementation of Regulation (EU) No. 2020/1056.

The Council of Ministers, on 5 August 2021, has having received confirmation from the then Minister of Foreign Affairs and International Cooperation, in agreement with Parliament, after a fact-finding investigation by the Foreign and Community Affairs Commission of the Chamber, of the fact that lThe UAE's military involvement in Yemen had ceased.

Subsequently, the scenario continued to evolve positively. Since April 2022, military activities in Yemen have slowed down and been limited and diplomatic activity has significantly accelerated. The UAE's engagement with other regional actors has made progress. Between 2015 and 2021 the Emirates have allocated 5,5 billion euros for the stabilization and reconstruction of Yemen, commitment that continued in 2022 with 500 million of euros and again last November, with International Monetary Fund and Arab Monetary Fund, with a commitment of 1,5 billion dollars in three years.
After hearing a detailed report from the Minister of Foreign Affairs and International Cooperation, the Council of Ministers, has implemented what was established by the previous Government, and therefore certifies that the export of military material to the United Arab Emirates no longer falls within the various prohibitions established by the art. 1, paragraphs 5 and 6, of law 9 July 1990, n.185.

Upon proposal of Minister of Culture, Gennaro Sangiuliano, decided on the assignment of title of Italian Book Capital for the year 2023, to the city of Genoa. Furthermore, the Minister of Culture himself decided on conferment of the title of Italian Capital of Culture for the year 2025 to the city of Agrigento.
