Rome, 4 December 2025 – The 150th Council of Ministers, meeting at 5:19 pm at Palazzo Chigi under the presidency of the Prime Minister Giorgia Meloni, has addressed a rich agenda of strategic measures ranging from construction to energy security, from the permanent census to the reorganization of state institutions, and even implementing decrees, appointments, and challenges to regional laws. A particularly complex Council, it has introduced or refined legislation of national and regional importance.
Next to the President, the Undersecretary to the Presidency Alfredo Mantovano, as Secretary of the session.
Here are all the approved measures.
Building and Construction Code: green light for the enabling bill
One of the main issues of the session concerns the comprehensive reform of the Italian construction industry. The Government approved – under urgent procedure – the draft enabling law for the adoption of the Building and Construction Code, on the proposal of the ministers Matteo Salvini, Maria Elisabetta Alberti Casellati e Paul Zangrillo.
The goal is clear: tidy up and simplify a fragmented legislation, still based on the Consolidated Law on Construction of 2001.
The new Code aims to:
- simplify procedures and ensure transparency in permits and SCIA;
- clarify the division of responsibilities between the State and the Regions, ensuring compliance with the LEP;
- update the legislation on seismic and energy safety;
- coordinate construction, urban planning, and the protection of cultural and landscape heritage;
- simplify the demonstration of the legitimate status of properties.
This initiative follows the 2024 "Save Home" decree and aims to be a turning point for citizens, businesses, and professionals in the sector.
Energy and autonomy: new regulations for Trentino-Alto Adige and Südtirol
The Council approved a legislative decree for the implementation of the Special Statute of the Trentino-Alto Adige/Südtirol Regarding energy. The measure aligns the regulations of the autonomous provinces with the provisions of the 2025 budget law, allowing:
- the possibility of extending electricity distribution concessions beyond 2030, for a maximum of twenty years;
- greater involvement of ARERA in the evaluation of investments;
- confirmation of public tenders for the awarding of concessions by December 31, 2025.
This update strengthens provincial autonomy in managing electricity networks, while ensuring consistency with the national framework.
Car Third Party Liability: Clarifications and New Insurance Options
Important news also arrives on the insurance front.
The Government has approved, in preliminary examination, a legislative decree correcting the transposition of EU Directive 2021/2118, which clarifies:
- the exemption from the insurance requirement for vehicles that are unfit for use because they lack essential parts;
- new alternative insurance policies for classic vehicles;
- possibility of taking out insurance policies infraannual for seasonal vehicles;
- general third party insurance for sports competitions, as an alternative to car third party insurance;
- the restoration of IVASS's role in supervising the risk database.
These measures respond to the need to update a rapidly evolving sector, simplifying the lives of users, businesses, and classic vehicle enthusiasts.
Permanent census: update of the registry regulations
The Council of Ministers also approved a regulation – under preliminary examination – which updates the population registry regulation of the resident population of 1989.
The reform, proposed by Meloni and Zangrillo, aims to harmonize the legislation with:
- the introduction of the permanent annual census, which replaces the ten-year one;
- the digitalisation of registry services (ANPR);
- new procedures for unavailability, declarations, registration of foreign prisoners without permits, territorial bases and topographical plans;
- new ISTAT rules for the coding of ultrasound units.
A necessary adjustment to make the Italian registry more modern and efficient.
Reorganization of the Ministries of the Interior and Infrastructure
Two Prime Ministerial Decrees currently under preliminary examination introduce important organizational changes:
Ministry of the Interior
The regulation reorganizes the central offices of the Department of Public Safety, updating the names and functions of directorates and offices.
Ministry of Infrastructure
The Prime Ministerial Decree modifies the 2023 reorganization, introducing:
- two new interregional/regional public works offices;
- the National Support Structure for PUMS, for more sustainable urban mobility.
Interventions aimed at improving operations, efficiency and coordination capacity.
Measures definitively approved
Seven important technical measures have been definitively adopted, including:
- penalties for failure to supply sustainable aviation fuels;
- anti-money laundering regulations updated to EU Directive 2024/1640;
- administrative cooperation in the tax field;
- transposition of EU rules on environmental risks, credit and banking supervision;
- update of the regulations on remote financial services contracts;
- European standards on honey, juices, preserves and dried milk;
- reorganization of the direct collaboration offices of the Ministry of Education.
These measures are technical in nature but essential for aligning the national framework with European regulations.
Information on the extension of legislative deadlines
Undersecretary Mantovano gave a briefing on the ways in which the Government will be able to propose the extension of regulatory deadlines, a central theme for the management of expiring legislation.
Religions: Agreement on spiritual assistance in the Fire Brigade
The Government has approved theAgreement between the Ministry of the Interior and the CEI for the appointment of a priest responsible for coordinating spiritual assistance to Catholic faithful working in the Fire Brigade Commands.
An agreement that formalizes an existing service, offering a stable legal framework.
State of emergency extended in Calabria, Bergamo, Lecco, and Brescia
Upon Minister Musumeci's proposal, the Government has extended the state of emergency for twelve months regarding:
- to the meteorological events of 19–21 October 2024 (Calabria);
- to the events of 8–12 September 2024 (provinces of Bergamo, Lecco and Brescia).
A measure that ensures continuity of civil protection and reconstruction efforts.
Dissolution of municipal councils: extensions for Stefanaconi and Calvi Risorta
Due to the influence of organized crime, the dissolution of the municipal councils of:
- Stefanaconi (Vibo Valentia)
- Calvi Risorta (Caserta)
Decision taken to complete the administrative recovery processes.
"After Us" Fund: green light for 2024 resource distribution
The Government has authorised the decree for the distribution of the Fund intended for people with severe disability without family support, despite the lack of agreement in the Unified Conference, to avoid further delays in the disbursement of resources to the Regions.
Appointments and promotions
Numerous appointments were approved, including:
- Maurizio Greco Deputy State Attorney General;
- Marco Marsilio Commissioner for Reconstruction in Abruzzo;
- promotions to high ranks of the Carabinieri, Guardia di Finanza and Navy;
- start of procedures for the renewal of directors of Inland Revenue, Customs agency and monopolies, and AREA (with the candidacy of Nicola Dell'Acqua to the presidency).
Regional laws: challengeable and non-challengeable
The Government examined 29 regional laws, deciding:
Challenge:
- Campania Region, law on foster care and family solidarity;
- Sardinia Region, law on the Single Bargaining Sector.
Do not challenge:
Numerous regional laws in Lombardy, Veneto, Campania, Sicily, Molise, Piedmont, Basilicata, Umbria, and Trentino-Alto Adige, relating to finance, land use, earthquakes, schools, tourism, and healthcare.
Closing of the works
The 150th Council of Ministers ended at 18.18, after an intense hour of deliberations that outlined key pieces of the Meloni Government's legislative activity.
