Il mayor, granted that:
- on 02/11/2023 the Unified Regional Operations Room (SORU) of Civil Protection of the Campania Region has issued alert notice no. 75/2023 for expected adverse weather conditions for the purposes of civil protection for weather risk, with particular reference to “Strong or locally very strong winds, mainly south-westerly with gusts, attenuating in the morning. Rough or very rough sea, with storm surges along the exposed coasts. Scattered precipitation, including showers or thunderstorms, locally of strong intensity, since the night";
– in particular, in the same, it is an orange alert level (criticality level) is expected from 21 pm on Thursday 00 November to 02 pm on Friday 21 November;
Considering that, however, this index, relating to hydrogeological risk, does not appear entirely appropriate for the purposes of assessing the risk associated with winds;
considering, also, that it should be noted that the general weather conditions forecast appear very severe, in terms of the intensity of the blowing of the winds, so as to suggest the closure of the city cemeteries, and of the city schools of every order and level including the private schools, taking into account the monitoring of existing risk potential;
having seen the art. 54, paragraph 4, of Legislative Decree 267/2000 and subsequent amendments;
carried out a specific investigation by the manager of the Citizen Cemeteries Service, and the manager of the School Building Service and technical support for the Institution's Services, as well as consulting the competent Councilors who have expressed a favorable opinion;
considered that the above requests the closure of city cemeteries and schools of all levels including private schools for Friday 03 November 2023;
prudentially, therefore, having to adopt contingent and urgent measures to avoid the aforementioned danger to protect the physical integrity of the city population.
