Brescia, extraordinary contributions for the payment of the costs of residential, semi-residential and social transport services for the elderly and disabled
Brescia, The municipal council has decided to establish a specific fund of one million euros to provide extraordinary contributions for the payment of membership fees of the costs of residential, semi-residential and social transport services for the elderly and disabled.
The measures to contain the Covid-19 contagion, in fact, have had a heavy impact on the financial balances of the managers of services for the elderly and disabled, resulting in the risk of a significant increase in the fees paid by families and the Municipality.
The managers of socio-health offering units accredited and contracted by the Lombardy Region, who have stipulated a framework agreement or a service contract with the Municipality of Brescia and who are based in the city area, will be able to access the fund, solely for the increased costs of service locations present in the city. Managers of social offering units in compliance with the operating authorization requirements, who have stipulated a framework agreement or a service contract with the Municipality of Brescia and which are based in the city area, solely due to the higher costs of the service offices present in the city. Finally, third sector bodies that deal with social transport will also be able to access to guarantee access to semi-residential services, which have stipulated specific agreements with the Municipality or with the service managers.
The agreements stipulated with the Municipality, or directly with the managing bodies (as regards social transport services), must be valid on the date of publication of the notice for access to the extraordinary Fund.
Managers who do not meet these requirements and those in arrears with the municipal administration will be excluded from the contribution, unless a repayment plan has already been agreed.
Extraordinary contributions are recognized for the following higher cost items:
– personnel costs (to be shown for 50% of the total in the social-health offering units for the elderly, for 30% in the social-health offering units for the disabled and 100% for the social offering units);
– expenses for protective devices and cleaning and sanitization interventions, additional to those normally foreseen;
– expenses for finding new offices or expanding service offices, exclusively for current expenses (e.g. rent) and not for investments;
– for managers of social transport services, fixed costs cannot be compressible even in the face of a reduction or interruption of services (e.g. vehicle rental).
Interested parties must submit an application by 12pm on 27 November 2020 via PEC to the addressservizisociali@pec.comune.brescia.it also from a non-certified email, indicating as the subject of the message "Application for access to the extraordinary fund for services for the elderly and disabled" : The request must be drawn up using the forms available on the institutional website of the Municipality of Brescia and must also be accompanied by a scan of the front and back of a valid identity document.
The applications and declarations submitted will be checked as required by the articles. 71 and 72 of Presidential Decree 445/2000. In the event of untruthful declarations, in addition to exclusion from benefits, action will be taken in accordance with the provisions of the law, in particular with the sanctions provided for in the articles. 75 and 76 of Presidential Decree 445/2000.
