Mayor Ghinelli: "Maximum commitment to sustainability. The SEAP objective is a 40% reduction in CO2 by 2030"
Arezzo, the Municipality is working on the development of the Action Plan for Sustainable Energy and the Climate (PAESC).
It is a priority for the Municipality of Arezzo to strengthen the environmental sustainability path in terms of climate and energy aimed at rationalizing energy consumption, promoting renewable sources and reducing emissions of climate-altering gases, of which CO2 (carbon dioxide) it is the best known. After the approval of the SEAP in 2016, with the objective of reducing CO2 emissions by 20% in 2020, with a resolution of the City Council in February 2021 the Administration has joined a new project of the European Commission, the Covenant of Mayors for Climate and Energy which commits Municipalities to reducing CO2 emissions in their respective cities by over 40% by 2030. An objective to achieve which requires the creation of an Action Plan for Sustainable Energy and Climate (SECAP), with which to outline the methods of achieving the reduction and adaptation objectives by the set date.
The involvement of citizens in the entire process is fundamental to stimulating the change of habits and promoting the adoption of virtuous practices: from this perspective, by adhering to the Pact, the Municipality undertakes to implement actions and to mobilize and involve citizens through information, communication, awareness, motivation and coordination strategies, fundamental to achieving the objective.
The aspects that make up the SECAP are many: data collection and review of the Monitoring Inventory (EMI) of emissions developed for the SEAP (mitigation); development of an assessment of risks and vulnerabilities induced by climate change (adaptation); citizen consultation (via the questionnaire); citizen participation (through dedicated meetings); preparation of the SECAP integrating the mitigation aspects and othersadaptation through the definition of specific actions to reduce CO2 emissions for the macro-areas "Buildings, equipment and public services", "Residential", "Tertiary", "Transport" and "Local production of electricity"; definition of the monitoring system; implementation of short and long term actions; monitoring of the implementation of the identified actions and preparation of the Report on the implementation status of the Plan two years after the approval of the SECAP. This complex process is followed by the Environmental Protection Office of the Environment, Climate and Civil Protection Service of the Municipality of Arezzo together with AzzeroCO2, the latter responsible for developing the PAESC.
At present, data collection and revision of the Monitoring Inventory (IME) of emissions developed for the SEAP has been carried out: the phase following the processing of the inventory is the definition of the direction that the local authority intends to follow to reduce its CO2 emissions and the identification of strategies and actions to achieve the objectives through the involvement of stakeholders.
One of the characterizing aspects of the SECAP is the implementation of involvement activities through an "extended planning" approach, aimed at involving all the key actors who act and interact in the territory. This activity arises from the awareness that the choices that will be adopted to achieve the objectives and the planning of activities aimed at reducing emissions will have important repercussions on local actors. Each member of the community, put in a position to understand the technical actions and political choices envisaged, will be able to adopt behavioral models oriented towards sustainability, taking on a leading role in the development of the process.
The contribution of citizens, environmental and trade associations, professional associations and bodies is fundamental, for which a questionnaire on energy consumption and travel methods is intended (available until 31 March at the link https://it.surveymonkey.com/r/questionario_paesc_arezzo), which will allow both to know better how energy is used and to understand what support interventions the Municipality can implement for families. Two public meetings are dedicated to them, which will be held respectively on Friday 8 and Wednesday 13 April at the Casa dell'Energia, in which the issues will be explored in depth through direct discussion and the contributions of those present will be collected regarding possible actions, proposals, requests on climate and energy with reference to SECAP.
“We are determined to pursue sustainability objectives, which can no longer be postponed for the protection of the environment -, declared the mayor Alessandro Ghinelli. - Joining the Covenant of Mayors for climate and energy is Arezzo's candidacy to propose itself as a center of experimentation and innovation, aiming for the objective of a European city with zero climate impact by 2030, thus becoming a hub of experimentation and innovation to enable all European cities to follow suit and achieve the result in 2050. We need the consolidation of an increasingly widespread and aware culture, capable of supporting ambitious but absolutely necessary objectives, and in this sense we will engage with the city".
“The contribution and participation of everyone are essential to better plan all the most effective actions to concretely achieve the reduction of CO2 emissions – said the environmental councilor Marco Sacchetti. – The scheduled meetings are aimed precisely at sharing and designing the most effective paths to achieving this objective".
