The president of Emilia-Romagna, visiting Piacenza, clears the field of doubts or uncertainties: thehospital will be built and it will be highly innovative. The public notice for the collection of applications has closed, the partner entity will be identified within the year. Meeting with healthcare workers, the first of a series of appointments on the territory of the president and councilor Massimo Fabi.
Bologna – “The Piacenza hospital will be built and will be an excellence, for the city and for Emilia-Romagna. Those who still have doubts can rest assured: we are fully committed to ensuring that the 'when' is as soon as possible, the 'if' is no longer up for discussion".
The President Michael de Pascale, visiting the Emilian city, confirmed, in the presence of the mayor, Katia Tarasconi, thecommitment of the Region to support the Municipality to build the new hospital structure. During the morning, alongside the Councilor for Health Policies, Max Fabi, it also has met with health workers: the first of a series of events planned in local healthcare facilities to strengthen the network of relationships with local entities.
"The decision on the construction of the hospital has already been made, it is not a topic of debate, there is the commitment of the Region and the Municipality - de Pascale reassured -. In the past years there has rightly been a lot of discussion, then a choice was made. All costs will be covered".
To build the new hospital complex, a total investment of 296 million euro: 129 of state resources, 6,7 of regional resources and 160,3 million deriving from the public-private partnership. De Pascale has motivated the decision to involve private individuals in the project on one hand with the need for identify the necessary funding to create a cutting-edge structure, integrating public resources, on the other hand with the possibility of holding builders accountable. The economic operation in fact foresees that whoever wins the Ppi will build the structure also using its own resources; the public undertakes to entrust it with the maintenance of the same, in order to repay the initial investment. In the case in question, the commitment will last thirty years.
Meanwhile, thepublic notice to collect applications from interested parties to participate in the process: the partner will be identified within the year, then the design will proceed to start the works by 2029 and conclude them by 2032.
The new hospital in Piacenza: an excellence for the entire region
The president also clarified the reasons that led the Tarasconi Council, supported by the Region, to modify the initial project, also changing the area where the building will be built: “The pandemic has led to a review of hospital construction models, preferring horizontal development, on multiple pavilions, compared to the multi-story structures we were used to. This simplifies the division into compartments and the possible isolation of departments. It was also necessary to review the project due to the increase in the cost of raw materials, caused by the pandemic and war conflicts. This logic does not only apply to Piacenza, but also to the new hospitals that we will build in Cesena and Carpi and for those that will come after".
The Region aims to allow 95% of citizens' care to take place within facilities located in the provincial territory of residence: however, de Pascale declared, “for the remaining 5% of highly specialized interventions, teamwork is needed: therefore there will be areas in which Piacenza will be the reference center for the entire vast area, just as there will be areas for which Parma or other Emilian hospitals will be specialized".

In fact, no matter how much investment you make, older structures will hardly be able to be made completely safe and efficient. new technologies with which new properties are built, instead, in the face of a significant initial investment provide long-term savings on management costs.
