This morning, staff of the State Police of Perugia has executed an order for the application of the precautionary measure of the arrest issued by the GIP of the Court of Perugia against a 18enne, an Italian citizen residing in Rome, held responsible for the crime of incitement or assistance to suicide to the detriment of the college student found dead – last January 29th – at an apartment in via del Prospetto in Perugia.

The young man, a first-year computer science student living away from home, had disappeared shortly after leaving a hostel where he was staying, around 10:XNUMX in the morning of the same day.
It was then the manager of the apartment where the body was found of the 19-year-old who, unable to get in touch with the tenant to discuss the payment of the rent and having learned from social networks the news of a missing boy in Perugia, decided to contact on the afternoon of January 29th the State Police, fearing it was the same person and thus allowing the officers to find the young man's lifeless body.
Inside the studio flat, during the inspection by the police and the operators of the Provincial Scientific Police Office, found some blister, even empty ones, of drugs type opiates, laptop, 5 phones cell phones and 46 sim cards.
The room was tidy and there were no signs of wounds on the boy's body, circumstances which, already from the first examination carried out by the coroner, led to the presumption that death could be attributed to a voluntary act.
However, the fact that the rent of the studio flat was unknown to the sister and family members and the inexplicable presence of multiple cell phones and phone cards were facts that made it necessary to start an investigation to obtain confirmation not only of the causes of death but also of the context in which the event had occurred.
The witness statements taken from family members and acquaintances, in fact, did not allow for a plausible explanation as to why a young man who was apparently calm and without particular problems could have concealed such circumstances regarding his private life.
With the constant coordination of this Office, the Flying Squad and COSC Postal and Communications Police Umbria they therefore concentrated their investigative activity onanalysis of telephone and computer equipment in use by the 19-year-old, of the connected cells, of the records of the conversations and communications that the latter had had in some chats or channels of which he was an active user.
It was a very complex investigation, also because most of the IT tools were equipped with passwords and no document contained elements to reveal the access data.
Thanks to the particular expertise of the delegated judicial police, however, it was possible to access the IT tools and obtain from them fundamental information to reconstruct the relationships that the young man had with other people and above all to understand how the death occurred.
It emerged that the victim, very careful about her privacy, both in real life and online, had relationships with various interlocutors on the net e above all I had made a more confidential one with an interlocutor to whom she had confided her problems, her anxieties and intolerance regarding university life and the thought of taking her own life.
A particularly detailed examination of the contacts with this individual, who uses more than one nickname, has allowed us to ascertain that the 19 year old had asked his virtual friend advice regarding the choosing the most suitable, most painless means to perform that extreme gesture, coming several times incited and encouraged by the suspect to do it.
The chats extracted from the meticulous work of the police, particularly explicit in their dramatic nature, have provided seriously circumstantial evidence of the fact that it could have been his virtual interlocutor who encouraged the 19-year-old's choice to carry out the act by means of thedrug ingestion, encouraging him and also reassuring him that by using opiates he would not feel any pain but pleasure.
At that point, the victim, after having informed with some “Telegram” contacts on purchasing and shipping methods, she had managed to buy the drug from another chat user, having everything sent to an inpost locker (parcel collection and storage point).
The 19-year-old had therefore gone on January 24th at the apartment rented by him, in via del Prospetto, where, in the virtual room and through a conversation that took place on a computer platform right in the phase immediately preceding the ingestion of the drugs, he had told his friend that he did not have the courage to commit the act, and then asked him for further encouragement, which he received from the suspect, which had helped him overcome his fear, leading him to ingest the drugs and take his own life.
In the chat extracted from the police forces there is a further dramatic and crude detail: the student's interlocutor, having been informed by the latter that the drugs had been taken, instead of calling for help, was only concerned about the possible risks of being identified, following the discovery of the cell phone.
THEsubject identification in the current suspect was particularly laborious and complex; thanks to the investigations of the Flying Squad and the COSC Umbria on the devices used by the victim, it was possible to trace theIP address of the suspect – usually use multiple nicknames in chats.
This is a very young person, having recently turned 18. 18 years, with no criminal record and belonging to an absolutely normal family context.
The elements collected as a whole have allowed us to hypothesize that the crime of incitement or assistance to suicide and it was deemed appropriate to request a precautionary measure, not only considering the danger of repetition of crimes of the same nature, being the subject very present on the web and participating in many groups and social channels which often include very young people, but also a serious and concrete risk of tampering with evidence.
The GIP at the Court of Perugia shared the accusatory statement both in relation to the serious evidence and the precautionary needs and issued the requested precautionary measure, that is, house arrest with a ban on communicating with people other than those in one's own family unit.
The measurement was performed this morning and the young man was subjected to search at the end of which they were three cell phones seized that he had in use.
The precautionary measure, however, represents only the first step in the investigation, considering it essential for the office to continue the investigations to understand how the young man obtained the drugs that could not be sold freely and above all the reasons for the possession of cell phones and cards, which cannot be justified by his student life and his economic conditions.
Thanks to 'Chat Review it was already possible identify the alleged seller of the drugs used to commit the extreme act, a subject he too very young resident in another Region, recipient for this reason of a decree of search issued by this office and also executed this morning as a result of which the following were seized over 10 thousand euros in cash and two cell phones.
