The Sicily Region has approved the management reform

On Thursday morning, during the council meeting, the president of the Sicily Region, Schifani, gave the green light to the new management reform, which consists of a single qualification, divided into areas of expertise and levels of responsibility, which will be accessed through a public competition.

A single qualification, divided into areas of competence and levels of responsibility, which will only be accessed through a public competition. It is the heart of the bill on the reform of the management of the regional administration, to which the government Schifani gave the green light, in the council meeting held on Thursday morning 4 July, upon proposal of the councilor for public administration, Andrea Messina.

A measure that intervenes, twenty-four years after the issuing of regional law 10 of 2000, on the organization of the management of the Sicilian Region, in order to align it with that of all the bodies in the local functions sector and to eliminate the critical issues caused by the maintenance of the so-called third tier.

«My government finally puts a full stop in the process of renewing the regional administrative machine - states the President of the Region, Renato Schifani - The current conditions have made it impossible to proceed with the hiring of new managerial staff, causing a situation of suffering in the staffing that is no longer tolerable in an administration that wants to be efficient and close to the needs of citizens. We therefore considered it a priority, in view of a season of generational turnover also among top personnel, to fully implement a complete management reform. I hope that the regional Parliament will be able to approve the law shortly, trusting that all political forces can make their contribution to completing an objective that can no longer be postponed."

«After a wait of over twenty years, we have finally managed to start the process of reforming the regional management. A necessary intervention - underlines the councilor for Civil Service, Andrea Messina - thanks to which this government puts a corrective to the critical issues of law 10 of 2000 and creates the conditions to reorganize the administrative machine with more modern and functional criteria. An initiative that has been awaited for too long, which establishes certain and streamlined rules for filling management positions and will, in the short and medium term, allow us to deal with the ongoing exodus due to retirements, also opening up the introduction of new human resources qualified and competent."

In detail, Regional leadership is sorted into a single qualification, without no additional burden on public finances; the levels of responsibility and, consequently, the salaries, differ based on the tasks assigned. The unique role is divided into areas of expertise, also in order to take into account the technical professionalism necessary in some branches of administration.

Access to the managerial qualification is admitted through a public competition, a percentage of not less than 50% of the places a no higher share will be allocated outside the regional administration 30% is reserved for internal staff who has completed at least five years of service in the area immediately below management andadditional quota not exceeding 15% for staff who has held or already holds a managerial position.

The permanent managers in service on the date of entry into force of the reform will merge into the same single role.

The functions are established by law 10 of 2000 in relation to the type of role covered and the functions of the managers of large-scale structures are distinguished from those of the other managers. The additional economic treatment differs based on the tasks assigned and the related responsibilities.

A rule has also been introduced to make the regional organization more flexible, streamlining the administrative structure and strengthening the unitary management of services instrumental, through the establishment of common offices and the reorganization of some of them, so as to eliminate duplications or overlaps of structures and functions.La Regione Sicilia ha approvato la riforma della dirigenza
