Emilia Romagna: Social Housing, 140 new rent-controlled apartments coming soon thanks to a regional funding of 7 million euros

Emilia Romagna: Social Housing, 140 new rent-controlled apartments coming soon thanks to regional funding of 7 million euros.

The Region's commitment to social housing is strengthened with the aim of experimenting with new forms of living capable of responding in a concrete and innovative way to new needs and a growing housing emergency, especially with regards to the supply of housing for rent.

There are 140 accommodations of social residential buildings, newly built or recovered from existing homes, which will be rented at a controlled rent.

This is the result of the tender, aimed at housing cooperatives, construction companies and their consortia, through which the Region made 7 million euros available last December.

In detail, of the 140 accommodations, ten are planned in Bologna, 41 in Rimini, two in Montefiore Conca (Rn), six in Ravenna, 44 in Sassuolo (Mo), five in the municipality of Forlì and 32 in that of Cesena.

“With this intervention- observes the councilor for Territorial Planning, Construction and Housing Policies, Barbara Lori - we wanted to intervene on the so-called gray area, which concerns families who do not have the requirements to access public housing, but who are still having difficulty finding a home on the free market. We did so by following a highly innovative approach since, in addition to housing, cultural, social-welfare and educational services are activated with the aim of strengthening relations between neighbors and at the neighborhood level, fostering a sense of community and belonging. An initiative also aimed at experimenting with innovative forms of living and co-living already present in various countries of the European Union, capable of responding to emerging needs such as that of temporary workers and students away from home”.

In the last session the Regional Council approved the ranking, giving the green light to the applications admitted to the financing.

Rentals not less than 10 years

Of the 140 accommodations – which are intended for families with an ISEE indicator of up to 35 thousand euros -, 30 will be on permanent lease, beyond 25 years of lease, while 110 will have a shorter duration, but not less than 10 years. The offer will be integrated, as requested by the tender, with living services: these are cultural, social welfare and community development services, which will involve the common spaces and will be aimed not only at the inhabitants, but also at the context of the neighborhood or of the city.

With the approval of the ranking, the second phase of the path created by the Region to accompany the development of the proposals through an approach that integrates the architectural project with the management and social one begins this week. During the accompanying process, which follows the evolution of the interventions, it will be possible to share, between the public and private sectors, the qualitative aspects to be strengthened in each proposal.

The winning companies of the 2023 tender are eight, including housing cooperatives, private companies and their consortia. They presented integrated projects, which also include high-quality interventions in terms of urban planning, regeneration, energy efficiency and safety, as well as services.
