Agreement between Roma Capitale and Fondazione Roma to support rent for over 1000 large families.
Financial rental support for around 1000 large families in economic and social difficulty.
This is the content of the agreement that Roma Capitale and Fondazione Roma presented this morning at a press conference in the presence of the Mayor, Roberto Gualtieri, the Councilor for Heritage and Housing Policies, Tobia Zevi, Franco Parasassi, president of the institution and the President of the Commission, Yuri Trombetti.
The project, “Rent contribution to parents and large families”, approved by the Council this morning, was made possible thanks to the contribution of 1.000.000 euros from Fondazione Roma. Resources that will go to finance the call that the Campidoglio will announce in favor of large families (two or more children), in economic difficulty, in which there are children born between 2023 and 2024 and/or minors with disabilities.
The project follows what was foreseen in “Strategic Plan for the Right to Live 2023-2026” which, alongside a policy of expanding the number of public residential buildings (ERP), provides housing welfare measures for the middle class in difficulty. An instrument that entered into crisis starting from 2023, due to the failure to refinance the Regional Government's opinion of the Regional Fund to support access to rental housing and the Fund to support innocent defaulting tenants.
“There used to be a state fund to support families struggling with rent, now it no longer exists. We will do it, with the resources made available by the Fondazione Roma, which I sincerely thank. We will make available one million euros to help Romans who struggle to pay the rent, giving priority to large families or those with a disability. These are – according to an analysis carried out by the Department – the most exposed, to be supported urgently. After having recovered and paid to citizens all the funds of the Rent Contribution of previous years, left culpably idle until our arrival, Rome compensates for the void of the Government by standing alongside families”. So the Mayor of Rome, Roberto Gualtieri.
“Fondazione Roma has always been committed to providing support to people in difficulty and in a state of economic fragility,” commented Franco Parasassi, President of Fondazione Roma. “The rent emergency in Rome risks becoming a drama for thousands of families, especially the larger ones or those with children who require constant assistance. For this reason, in the spirit of solidarity and subsidiarity that characterizes the Foundation, we have decided to collaborate with Roma Capitale and to make available resources for one million that will be managed operationally by the Department of Heritage and Housing Policies. A concrete help for the daily life of many people, to support those who barely manage to pay the rent at the end of the month.”
“Our most recent research shows us a frightening fact:” comments the Councilor for Heritage and Housing Policies, Tobia Zevi “having children represents the main cause of precariousness or a real housing emergency. The more there are, the worse the situation. In this sense, our initiative was born precisely from the firm belief that having the possibility of building a family is a need for every community that wants to think about its future. However, a rethink is needed at Government level” continues Zevi “the housing crisis is growing every day, and evictions of people who are no longer able to pay the rent are multiplying. Investments are needed for new public housing, but immediate measures are also needed to stem the emergency of all those who literally don't know where to spend the night."
The financial contribution provided for by the Agreement with Fondazione Roma does not may exceed 1.000 euros for each individual applicant. According to calculations by the Heritage Enhancement and Housing Policies Department, the available resources will be able to respond to requests for economic support from a pool of 1000-1200 families.
The public call will be open to all families of Italian citizens, EU citizens or those with a valid residence permit, who live, work or study in Rome. The measure is aimed at families with two or more minor children or a minor child with a disability or who have a child in 2023/2024.
Further requirements are the following: a duly registered residential rental contract; non-owners of accommodation suited to the needs of the unit or assignees of ERP accommodation; an ISEE of less than 14.000 euros on which the annual rent affects over 24%.
