Bari, the redevelopment work on the former Rossani building which will house the Citizenship House begins: today the inspection by the Mayor and councilor Mele
The construction site for the redevelopment of the building located in the southern part of the complex of the former Rossani Barracks (overlooking Via Gargasole and Corso Benedetto Croce), which will host the “Integrated center of services for the neighborhood – House of Citizenship”.
The intervention, with a total cost of 5.400.000 euros, as defined by the new economic framework, it is financed by the National Recovery and Resilience Plan (PNRR) - Mission M5C2 - Component C2 - Investment 2.3 and by PINQUA - National innovative program for the quality of living.
To illustrate the first interventions this morning, the mayor Antonio Decaro and the councilor for public works Nicola Mele, who carried out an inspection of the construction site accompanied by technicians from the municipal offices and the company La Pietrafesa srl, which will carry out the works.
As is known, the complex of former Rossani barracks is the subject of a complex redevelopment plan which is proceeding in progressive phases and which has seen, to date, the construction of the new Rossani park, the Urban Center building on Corso Benedetto Croce and the new headquarters of the regional library centre, recently completed, while the construction site for the new headquarters of the Academy of Fine Arts of Bari proceeds and the project for the new “Arts square”, the redevelopment of the surrounding green areas and the construction of the underground car park serving the complex.
The intervention launched for the Casa della Cittadinanza concerns the redevelopment of the building to the south, already used as a canteen and gym of the military structure, and of the related appurtenant area: here the municipal administration intends to establish various functions reserving spaces for associations, from the neighborhood and not, and identifying a co-working space and one or more multifunctional spaces for associations that want to work on compatible activities with services intended for families and children.
“We started the redevelopment of this large area in the heart of the city with councilor Galasso, and today we start one of the last recovery and redevelopment interventions with councilor Mele. The Casa della Cittadinanza will be built in this building, which will welcome the associations involved in the area and will promote workshops, training and socialization activities - declared Antonio Decaro -. In this way we keep a promise made to the city thanks to the 5 million and 400 thousand euros financed by the PNRR. This large park of culture and leisure is thus completed in an urban space denied to the gaze and access of citizens for thirty years: the first intervention concerned the creation of the Urban Center, active since 2016, while they are ready the two buildings that the Puglia Region will reopen to use as the Media Library and the Regional Library and work is progressing on the two buildings which, upon completion of the construction site, will house the new headquarters of the Academy of Fine Arts. The latest intervention, whose executive design has already been approved, concerns the Piazza d'Arti, perhaps the most beautiful space in the whole area, which will be able to host performances and shows".
“I am very honored by the trust that Mayor Decaro has placed in me – continued Nicola Mele -. Although it is a temporary assignment, it is an extraordinary opportunity to make myself available to the city of Bari and its citizens. There are several works that are about to start and many others that are about to be completed, without neglecting ordinary activities with existing maintenance contracts. We will try to manage all the various phases of the construction sites, which at a certain point will overlap, to avoid inconvenience to the citizens and I will follow this intervention closely, which is one of the most important in the city. In the next few days we will return here to verify the completion of the fences that will be installed inside the openings created in the perimeter wall to make the former Rossani area an increasingly accessible place. It will be a few months but I will put all the necessary effort and enthusiasm into it."
In detail the project of “Integrated center of services for the neighborhood – House of Citizenship”, involves the complete renovation of the existing building, with the inclusion of the following new functions:
• Family service center
• Multipurpose senior center
• Multipurpose association center (Citizenship House)
The works will be carried out without further consumption of land, since the interventions will concern exclusively the building in question without altering the land area: the demolition and subsequent reconstruction of the damaged roof floors and the raising of the central part of the building are planned.
The main activities planned within the construction site are:
• refunctionalization of the entire building
• redesign of the internal spaces with greater usability and general flexibility of the property;
• construction of the raising of the central body in order to provide the structure with additional and qualified spaces for the planned aggregation activities.
The planned intervention is envisaged without demolition of the perimeter walls and does not involve excavations, except for the immediate functional vicinity (sidewalks close to the building, restoration of rising damp, rainwater collection, connection to the existing sewer). Therefore, at seabed level, interference of any kind with any existing underground services is not expected. Only the sewerage network may be subject to extraordinary maintenance interventions.
Existing trees will be strictly preserved in compliance with the methods established by the Historic Gardens Charter - with the exception of plants which, due to excessive inclination, represent an objective danger and which will be removed in compliance with the guidelines of the Urban greenery of the Municipality of Bari. Furthermore, the vegetation present in the relevant area will be recovered and valorised (especially eucalyptus, robiniae pseudoacacia, pines) by eliminating the weeds (e.g. the invasive species of ailanthus), in compliance with the specific prescription imposed in the decree. of constraint.
The intervention in question also includes the preparation of the summer and winter air conditioning system.
Finally, the project provides routes and services suitable for use by people with disabilities, in compliance with the provisions of current legislation regarding the removal of architectural barriers, in order to guarantee maximum accessibility for all rooms.
In detail, the description of the new community spaces that will arise within the "Integrated center of services for the neighborhood - House of citizenship":
Family service center
It defines its objectives in close relation to the needs of the territory through a complex program of interventions to support conscious parenting, the promotion of parent-child dialogue, intra-family mediation, the socio-cultural emancipation of family contexts, with particular reference to the segment of families with minors with learning problems, out of school, with disabilities and at risk of deviance.
The center will have dedicated access from the east side of the building and/or from the multipurpose room it shares with the multipurpose senior center.
The center will be equipped with an entrance/secretariat/reception room (east side), a distributor hallway, three large multipurpose rooms, a toilet group (consisting of anteroom, 2 accessible toilets), a large multipurpose room shared with the multipurpose senior center.
Multipurpose senior center
Social-welfare structure conceived as a meeting and relationship place capable of promoting the socialisation, emancipation and active aging of users, with the organization of events and moments of socialization and community aggregation.
The center will have access from an entrance/gallery room, which can also be used for small events and/or as an exhibition area, equipped with a reception area and control of technological systems, and from the multipurpose room which it shares with the Family Services Centre.
The center will be equipped with an entrance/disengagement distributor/reception room, three large multifunctional rooms, a toilet group (consisting of an anteroom, 3 accessible toilets), a large multipurpose room shared with the Family Services Centre.
Multipurpose association center (Citizenship House)
It is designed to host and aggregate the representative associations of the territory and mobilize the social and cultural resources of the neighborhood, to promote closer cooperation and initiate community experiences. The planned spaces will be occupied individually by associations selected on the basis of diversified skills which will promote paths linked to cycle mobility, the environment, culture, social innovation, also using the training laboratories, external spaces and the auditorium for moments of public and associative discussion.
The center is organized in a central entrance/gallery space, which can also be used for small events and/or as an exhibition area, from which you have access to the multipurpose room, also sized for conferences and/or meetings with a maximum capacity of 100 seats.
The spaces dedicated to the associations are made up of distinct modules: on the ground floor and first floor there are five large rooms, which share the toilets and distribution spaces and can possibly be merged if necessary.
On the ground floor there are two further nuclei with independent access from the west side of the complex, one consisting of three rooms, hallway and services and the other consisting of two rooms, hallway and services: these last two nuclei have independent external access to allow settlement of services and/or associations that may require greater discretion and confidentiality.
The first floor is generally dedicated to laboratory and youth training spaces where there are four large rooms. The floor is served by two opposing staircases and an elevator system.
The spaces for laboratory and youth training activities are adjacent to two large level terraces for outdoor activities, integrated into the roof garden provided on the roof.
