As part of a complex investigation by the Judicial Police Team of the Liguria Highway Police Department, aimed at prevention and contrast of passing the national driving license exams and other specific qualifications driving vehicles in a fraudulent manner through the replacement of a person or an external prompter with the aid of mobile/multimedia devices, have been referred to the Public Prosecutor's Office of the Ordinary Court of Genoa, 7 subjects competing with each other, each with specific tasks aimed at obtaining driving licences and driver qualification cards (CQC) with the aforementioned methods.

In particular, in the usual collaboration activity with the local Civil Motorization, at the end of the tests they were three subjects with suspicious behavior were checked, results in possession of various mobile radio devices hidden under his shirt and jacket, immediately seized, and micro-earpieces positioned deep within the ear canal, removed by medical personnel at the Villa Scassi Hospital in Genoa.

The subsequent investigation activity, with the relative development of telephone records and analysis of the video surveillance system cameras, allowed us to identify four further subjects involved in the operations of "dressing" with electronic material and transport of the candidates, as well as the identification of a further candidate, whose exam was always scheduled for the same day and who, unlike the others, did not take the test because he was spotted immediately outside the Motor Vehicle Department classrooms, in the company of the other subjects.

The other 4 subjects involved in the operations of dressing, transport and advice to the candidates, were found 3 originally from Bangladesh and residents in the Ligurian capital and one originally from Pakistan, resident in the Ferrara area.

One of the subjects dedicated to the assembly operations of the electronic equipment, SMR, was under surveillance for a period of time and subsequently, he too was caught with electronic equipment hidden on his person, while he was supporting the theory test to obtain a Category B driving licence, always at the Motor Vehicle Department of Genoa.

The cost of this service, as declared by one of the candidates at the exam session, was approximately 4500 euros per candidate, divided into two tranches, the first of 3000 euros prior to taking the exam and the other of 1500 euros would have been paid once the exam was passed.

Such criminal conduct has brought to light not only a significant illicit movement of cash which, for that single day, would have brought the organizers a profit of approximately 20 thousand euros in total, but also the seriousness of these same actions, undisputed especially on the date of 20.01.2023 since they would have allowed the release of a qualification for driving heavy vehicles with a mass greater than 3,5 t (Driver Qualification Card) to totally unsuitable people, thus seriously endangering road safety.
