Frosinone: Over €65 seized from a local health authority doctor due to irregularities in private visits and exclusivity payments.

Un doctor on permanent employment at the Frosinone Local Health Authority ended up at the centre of an investigation conducted by the Carabinieri of the NAS of Latina, which led to the execution of a preventive seizure for equivalent over 65 thousand euros.

The measure was ordered by GIP of the Court of Frosinone, at the request of Prosecutor's Office, and was carried out within the framework of the national operational strategy on “Waiting Lists”, promoted by Health Protection Command of Rome.

Fraud and violation of the exclusivity regime

According to what emerged from the investigations, the health worker would have carried out a series of illegal conduct attributable to fraud, evasion of internal controls e violation of the exclusivity regime provided for employed doctors National Health Service.

In particular, the suspect would have cashed in the compensations resulting from medical visits carried out as part of an in-house freelance professional activity, without having the sums flow into the official ASL channels, as required by law. In this way, the proceeds would have been subtracted from the mandatory withholdings due to the Health Authority.

Benefits received unduly

The contested conduct would also have allowed the doctor to unduly receive the exclusivity allowance, economic benefit recognized to health workers who commit to not to practice the profession outside of authorised public structures.

A mechanism which, according to investigators, would have produced a illicit enrichment to the detriment of public administration.

The total amount seized is 65.006,57 €, figure believed to correspond to the profit from illegal activity accrued during the period under investigation.

The investigation is part of a broader series of checks conducted by NAS Carabinieri on the phenomenon of the so-called “black visits”, long considered one of the main critical issues of the public health system.
