Ferrara: €650 seized to combat gangmastering.

The State Police is fighting the phenomenon of "caporalato"; asset seizure e judicial administration.

La Ferrara Anti-Crime Police Division he carried out the seizure aimed at confiscation and judicial administration, arranged by the Bologna Court – Preventive Measures Section on the proposal of the Police Chief of Ferrara.

The measure, the result of a sophisticated asset investigation conduct towards a Pakistani citizen, led to the seizure of:

• nr. 5 banking/financial relationships;

• No. 7 companies;

• No. 1 property located in Argenta.

The huge value secured to Justice can be estimated at approximately 650.000,00 euros, concentrated on the assets that entered the "corporal's" assets as an investment of the capital proceeds from the activities of illicit intermediation and labor exploitation.

To effectively combat the phenomenon of gangmastering, the Court of Bologna he also arranged thejudicial administration of two companies.

The seizure proposal originates from the arrest of the subject, which took place in execution of a precautionary measure issued on October 10, 2022 by the investigating judge of the Ferrara Court. The man had been recognized as the promoter and organizer of the activity of Illicit intermediation and exploitation of labor (Article 603 bis, paragraphs 1, 2, and 4 of the Criminal Code), acting as a direct contact for agricultural entrepreneurs in the Ferrara and Ravenna areas in the supply of low-cost labor.

The criminal proceedings led to a sentenced to three years in prison.

The subject was carrying out a real activity of “fleet partner”, a third-party figure with respect to the beneficiary companies, who, acting as a gangmaster, signed contracts with various agricultural enterprises. Through companies linked to him, he procured numerous workers of his own ethnic origin, assigning them to exploitative labor conditions and taking advantage of their poverty.

Having ascertained the dangerousness of the proposal, a necessary condition for the application of the preventive measure, the investigation on economic flows was extended to his family nucleus and that of his mother, analyzing a period between 2014 and 2023The investigative activity highlighted a strong disproportion between the declared income and the expenses actually incurred, in particular for the purchase of the property in Argenta and for the establishment of five joint stock companies.

Il Bologna Court – Preventive Measures Section fully accepted the request of the Police Commissioner, ordering the seizure aimed at confiscation and judicial administration of the facilitating companies of unlawful conduct.
