Before the start of the three-way meeting between Meloni, Morawiecki and Orban, at the dawn of the second day of the European Council, a working lunch was held between the leaders at the Amigo hotel in Brussels. Present, in addition to the Italian Prime Minister, were Scholz, Macron, Sanchez, Iohannis, Rutte, De Croo, Costa, Kristersson and Morawiecki himself. There has been discussion regarding the absorption capacity of new member states in the European Union.
On this second day, therefore, the EU summit starts again from migrants.

No agreement was reached overnight, mainly due to Polish and Hungarian opposition to the European Council conclusions. There is one certainty: with the exception of Morawiecki and Orban, all the other leaders are united on immigration.
To overcome the stalemate, the hypothesis is that these Council conclusions become Presidency conclusions. In this way we could move forward, through a diplomatic ploy.
We would then move on to discussing the topics of the day: on the table are relations with China, the economic situation of the Twenty-Seven and negotiations with Tunisia.

Giorgia Meloni attempted to mediate with the prime ministers of Poland and Hungary, Mateusz Morawiecki and Viktor Orban, to arrive at an agreement on the conclusions on migration, but the attempt was not successful.

“His debriefing – reports an EU source – he was very short: he said 'I tried to reach an agreement, but there is no agreement. The only option is the one indicated, to adopt Presidency conclusions'” of the European Council, and not conclusions of the European Council, which bind all 27.

The Prime Minister, EU sources explain, also attempted to mediate at the request of other leaders, given that, being president of the ECR, the party of European Conservatives and Reformists, she has consolidated relations with the Pis in which Mateusz Morawiecki plays and also with Viktor Orban, even if the Hungarian prime minister's party, Fidesz, still sits among the Non-Members of the European Parliament, after leaving the EPP.

In short, the attempt at mediation with Poland and Hungary to reach shared conclusions on migration was not only an initiative by the prime minister to break the impasse, but also acted at the request of the leaders: it was "a mix of both the things", according to the same sources.
