The European Parliament reaffirms the EU's leadership in the peace process in Ukraine: no occupied territory will be recognized as Russian, and all negotiations must respect Kyiv's sovereignty and Europe's central role.

Brussels. At a critical geopolitical juncture, as the United States attempts to reopen negotiations to end the war in Ukraine, the European Parliament intervenes firmly: no temporarily occupied Ukrainian territory can be recognized by the European Union as part of the Russian Federation. This clear position, adopted by a large majority with 401 votes in favor, 70 against, and 90 abstentions, reaffirms the principles of international law and emphasizes Europe's essential role in the peace process.

The EU must take the lead in the peace process

The resolution approved Thursday calls on the European Union and its member states to demonstrate leadership and direct responsibility in managing the conflict, stopping delegating diplomatic initiatives to Washington. According to MEPs, Europe must play a leading role in the negotiations, because the outcome of the war will have decisive consequences for the continent's security.

The principle is clear: “Nothing about Ukraine should be decided without Ukraine, and nothing about Europe without Europe.”.
A direct reminder of the risks of agreements reached outside of Brussels, potentially lacking full protection of European and Ukrainian interests.

Ceasefire and security guarantees equivalent to NATO Article 5

For the Parliament, any lasting peace must be preceded by an effective and verifiable ceasefire, accompanied by a system of security guarantees for Kyiv comparable to NATO's Article 5.
The EU and the United States should commit to preventing and neutralizing any further Russian aggression, so that the truce does not simply become a freeze on the conflict.

Washington "ambivalent": Europe fears a scenario of uncertainty

While acknowledging the US administration's efforts, the resolution warns against what it calls "political ambivalence" in the United States toward Kyiv. This uncertainty, according to parliamentarians, risks undermining the pursuit of a solid and sustainable peace.

The European Parliament also warns that Any agreement must not limit Ukraine's ability to defend its sovereignty and freely choose its alliances., without vetoes from Moscow.

Compensation to Russia through frozen assets

Another key point concerns the reconstruction of the country: MEPs are asking for the creation of a “compensation loan” destined for Ukraine and guaranteed by Russian assets frozen in Europe.
This financial mechanism, according to Parliament, must be implemented without further delay and cannot be negotiated without the direct participation of the EU.

Sanctions: no lifting before peace

The resolution states that no European sanctions against Russia should be lifted until the signing and implementation of a peace agreement based on real negotiations.
And if Moscow were to further refuse any dialogue, the EU would have to proceed with a new package of strengthened sanctions.

Europe sets the course: firmness and active diplomacy

The European Parliament's position defines a clear political line: the EU cannot be a spectator in the peace process, nor can it accept solutions that legitimize Russian aggression or compromise the continent's security.
The message is one of the clearest since the beginning of the war:

  • no territorial concession as a bargaining chip,
  • no peace imposed from outside,
  • no renunciation of the defense of democracy and international law.

According to MEPs, Europe must be the guarantor and protagonist of the path towards peace, a peace that is just, lasting, and fully respectful of Ukrainian sovereignty.
