Italy takes center stage at the G7+ Energy summit: strengthened support for Ukraine ahead of the 2025-2026 winter.

At the ministerial meeting convened at Kiev's request, the G7 countries reaffirmed their support for Ukraine's energy security, while Rome announced new measures and Europe insisted on structural reforms and the fight against corruption.

The ministerial meeting of the G7+ Energy Coordination, convened at the request of the Ukrainian authorities, yesterday took on the character of a strategic step in preparing for the winter of 2025-2026. The meeting, co-chaired by the European Commission and the Canadian G7 Presidency, with the participation of Ukrainian Prime Minister Yulia Svyrydenko, focused on analyzing the country's energy needs, which is increasingly vulnerable due to repeated attacks on critical infrastructure and a continuing dire humanitarian situation. Italy was represented by Undersecretary Maria Tripodi, delegated by Foreign Minister Antonio Tajani, demonstrating Rome's priority role within the Donor Platform for Ukraine. This international initiative confirms its position as a cornerstone of immediate support for the reconstruction and structural strengthening of Ukraine's energy system, with the goal of gradually integrating it into European standards.

Italy raises alarm over Russian strategy and the new aid package

In his speech, Tripodi reiterated the urgency of maintaining high public and diplomatic attention on Ukraine's energy situation, emphasizing how intensifying Russian attacks aim to turn winter into a tool of pressure against the civilian population. In this context, he reiterated Italy's key contribution, having already prepared a new aid package to address the 2025-2026 cold season. The initiative includes a €10 million contribution to the Ukraine Energy Support Fund, approximately €100 million earmarked for the purchase of generators, transformers, and other equipment through Italian companies, as well as donations from the private sector. Among these, the photovoltaic panels provided by Enel as part of the "Ray of Hope II" project stand out, symbolizing a collaboration that also aims to promote sustainable energy solutions.

Italy's overall contribution and commitment to nuclear safety

Tripodi also highlighted the broader scope of Italy's contribution, which since 2022 has exceeded €130 million, including strengthening Ukraine's energy system, developing sustainable urban infrastructure, and supplying high-efficiency turbines. Rome also continues to play an active role in nuclear safety, supporting the International Atomic Energy Agency with voluntary contributions totaling €5,6 million for the period 2022-2025. This commitment is intended to strengthen safety and security activities at Ukraine's main nuclear sites, considered sensitive targets in a conflict that has repeatedly threatened the energy and environmental stability of the entire region.

A virtual summit with strong political weight

In parallel, the G7+ Ukraine Energy Coordination Group, meeting virtually, strongly reaffirmed its support for Ukraine's energy security and condemned Russian strikes against civilian and strategic infrastructure. The meeting, led by EU High Representative Kaja Kallas and Canadian Foreign Minister Anita Anand, along with the Ukrainian Prime Minister and European Commissioner for Energy Dan Jørgensen, reaffirmed their unwavering support for Ukraine's territorial integrity and sovereignty, echoing previous statements by the G7 Foreign and Energy Ministers.

The energy grid under attack and the humanitarian consequences

In the final statement, the group denounced Russia's systematic targeting of Ukraine's electricity grid, gas pipelines, nuclear power plant substations, and renewable energy facilities for nearly four years. These attacks have caused mounting damage, leaving millions of people without heat, electricity, and essential services. This impact is particularly severe for the most vulnerable segments of the population, who are faced with energy instability amid a conflict that is still far from being resolved.

G7+ pledges to support Kiev and calls for a ceasefire

The G7+ renewed its call for an immediate, comprehensive, and unconditional ceasefire, defined as a prerequisite for a just and lasting peace. Meanwhile, participating countries outlined a series of concrete commitments to strengthen Kyiv's position. Priorities include increasing the resilience of the energy system through active and passive air defenses, strengthening repair and recovery capabilities with equipment that cannot be sourced locally, ensuring sufficient gas and electricity supplies for the 2025-2026 winter, and providing financial support to the Ukrainian Energy Fund. Special attention was also paid to expanding the international donor base, accelerating energy market reforms, and strengthening the governance of state-owned enterprises, which are often subject to investigations and audits.

The corruption issue and the European paradox

A central focus of the meeting was the fight against corruption, a sensitive and still unresolved issue in Ukraine's political and economic system. Participants emphasized the need to fully implement strong and independent anti-corruption institutions, adopt an appropriate national strategy, and ensure effective investigations of emerging cases. They also emphasized the importance of strengthening the independence of the energy regulator, a key component for the credibility of future market reforms. This move carries an implicit paradox: for over three years, the European Union has supported a country that continues to have among the highest levels of corruption in the world, while simultaneously endorsing the roadmap of reforms that Kiev claims to have completed, including those related to transparency and governance.

A complex scenario that requires political and diplomatic continuity

The G7+ Energy Coordination meeting and the subsequent G7+ Ukraine Energy Coordination Group summit confirm the complexity of Ukraine's energy landscape and the need for continued international commitment. With the winter of 2025-2026 upon us and a war still raging, the political, financial, and technical support of Western partners appears crucial to ensuring the country not only the survival of its energy network but also the ability to build a more stable, resilient, and integrated future within the European context.
