Belém (Brazil), November 17, 2025 – An official delegation of the European Parliament It arrived today Bethlehem, in Brazil, to participate in the United Nations Climate Change Conference COP30, Scheduled 10 to 21 of November 2025.
The goal: to accelerate global climate action, in line with the commitments of theParis Agreement, and reaffirm Europe's leading role in the global ecological transition.
The parliamentary mission, led by Lidia Pereira (EPP, Portugal), chairman of the delegation, and from Mohammed Chahim (S&D, Netherlands), Vice President, will remain in Brazil until November 21 to participate in the summit, meeting with ministers, parliamentarians, representatives of civil society, leaders of international organizations, and climate delegates from around the world.
Europe at COP30: Ambition, Responsibility, and Courage
On the eve of departure, the European Parliament had approved the October 23, 2025 their official demands ahead of the global climate negotiations.
For the president Lidia Pereira, the one in Belém will not be a conference like the others, but a decisive test for the credibility of the European project on environmental issues.
“COP30 is not just another climate summit: it is a moment of truth for all of us”, Pereira declared.
“Europe must choose the future it wants to build and lead with ambition, responsibility and courageCaring for the environment means redefining our common purpose and demonstrating that growth and decarbonisation can coexistWith concrete measures, we can strengthen Europe's global leadership and demand fair and effective climate action from the world: from adopting the 2035 target to phasing out fossil fuels. COP30 will test our resolve, and Europe must rise to the challenge.
Finance, adaptation, and nature: Europe's priorities
The vice-president of the delegation, Mohammed Chahim, he underlined the central points of the negotiation:
climate finance, adaptation, fossil fuel transition, and nature conservation.
“COP30 in Belém, which marks the ten years since the Paris Agreement, requires real actions, not words”, Chahim said.
“First, we need to finalize a new collective quantified climate finance target (NCQG), based on the principle that the polluter pays, expanding international carbon markets.
Second, we need to make the global adaptation target (GGA) is fully operational, addressing the challenge of measuring and making resilience concretely verifiable.
Third, you need a clear and binding agreement on the timeline for phasing out all fossil fuels, an essential condition for maintaining the 1,5°C limit.
Finally, honoring Brazil, the host country, means prioritize nature, accelerating efforts against deforestation and integrating the nature-based solutions as key climate strategies.
Only by responding to all these interconnected needs can we ensure a safe and equitable future for all.”
European Parliament events in Belém
During the conference, the European Parliament will be the protagonist of several moments of discussion and debate:
- Tuesday November 18, 15:00 PM (Belém time), MEPs will participate, together with the Finnish Minister for Climate, Environment and Energy Sari Multala, at the meeting “EU Climate Policy Beyond 2030” (EU Climate Policy beyond 2030), hosted at Finnish Pavilion of COP30.
- Wednesday November 19, 17:00, a second joint event between the European Parliament and European Economic and Social Committee (EESC), Entitled Ten Years After the Paris Agreement: Raising Collective Climate Ambition as a Driver of Sustainable Growth and a Just Transition.
Furthermore, a joint press conference of President Lídia Pereira and of European Commissioner for Climate Action Wopke Hoekstra, Wednesday November 19 at 10:30 a.m. (local time, 14:30 p.m. CET), at the main press room (Blue Zone).
The context of COP30
La United Nations Conference of the Parties on Climate Change (COP30) takes place this year in Belém, in the Amazon region, from 10 to 21 of November 2025.
The summit aims to establish new global strategies to limit global temperature rise to 1,5°C, through the presentation of the new National Climate Action Plans (NDCs) and the strengthening of the financial commitments decided during the COP29.
