Frosinone, air quality: traffic restrictions are coming

In compliance with the Regional Plan for the improvement of air quality, which requires the Municipalities to adopt "emergency measures divided into two levels in relation to the duration of the critical situation that emerged in the previous days and/or is expected" in case of “situations of persistent accumulation of pollutants” as noted by ARPA, the Municipality of Frosinone has established, starting from midnight on Friday 22 December and until midnight on Monday 24 December, the ban on circulation on urban roads for private cars with an emission class equal to or lower than Euro 4 diesel, from 8.30 am to 18.30 pm; for commercial vehicles with an emission class equal to or lower than Euro 3 diesel, from 8.30 to 12.30; for private cars with an emission class equal to or lower than Euro 3 petrol, from 8.30 am to 18.30 pm; for commercial vehicles with an emission class equal to or lower than Euro 2 petrol, from 8.30 to 12.30; for mopeds (3 and 4 wheels) powered by diesel with an emission class equal to or lower than Euro2, from 8 am to 30 pm.

However, used vehicles are excluded from the bans for public or social purposes, for the transport of disabled people or people undergoing essential and non-deferrable therapies, the vehicles defined by article 54, paragraph I, letters f), g) and en) of Legislative Decree 285/1992, electric, hybrid, Methane gas and LPG and are without prejudice to the municipal provisions in force relating to Limited Traffic Zones (ZTL) and the loading-unloading methods of goods.

The urban center subject to the limitations is the one surrounded by the following roads: from Via Tiburtina – Piazza Madonna della Neve – Via Madonna della Neve -Via Marco Tullio Cicerone (from the intersection with Via Madonna della Neve) – Viale Volsci – Via Simoncelli – Via Vado del Tufo – Viale Europa – Via Marittima (from the intersection Viale Europa) – Via G. Puccini – Via G. Pasta – Via Pier Luigi da Palestrina – Via San Giuliano – Via A. Vivaldi – Via G. Verdi (from the Via Vivaldi intersection) – Viale America Latina – Via G. Marconi – Via Fosse Ardeatine – Via San Gerardo (one-way downhill) – Via Don G. Buttarazzi – Via V. Ferrarelli (from the Via Buttarazzi intersection) -Via Caio Mario – Via Mària (from the Via Caio Mario intersection) up to the intersection with Via Tiburtina; limited to the road section of Via Sacra Famiglia, obligatory exit on Via G. Pasta (railway underpass); limited to Via Mascagni, transit on the road section of Piazza Pertini and Via Monteverdi in the direction of Piazza Kambo is prohibited.

Also established is the ban on the use of heat generators powered by woody biomass (in the presence of an alternative heating system) with energy and emission performance not capable of respecting the values ​​envisaged at least for the 3-star class and the absolute ban, for any type , of open combustion. Furthermore, introduced the limit at 19°C (with a tolerance of 2°) for average temperatures in homes and commercial spaces and establishments. Prohibition, for all vehicles, to park with the engine running.

In the days preceding the control day on Thursday, they were in fact recorded at the measuring station “Frosinone Scalo”, four consecutive days of exceeding the limit value of 50 μg/m10 of the PM22 concentration; at the same time, from the data published on the website of the Air Force Meteorological Service, it is possible to deduce unfavorable conditions for the dispersion of pollutants. The administration has therefore taken steps to apply, starting from 1 December, the Level XNUMX emergency measures indicated in the document “Procedures for the application of the emergency measures provided for in paragraph 1 of the art. 29 of the Technical Standards for the implementation of the Air Quality Remediation Plan”.
