Rome, “Stalking – you can defeat it” by Antonio Russo presented at Montecitorio.

With the term "Stalking”, in the criminological field, indicates a series of behaviors carried out by a person (stalker) which aim to persecute the victim, causing a state of anxiety and fear. The etymology of the name derives from the English “to stalk” which, literally, would find its translation in “to do the post” and, therefore, “lurk”- The action identifiable as “stalking” entered criminal law with law decree no. 11/2009 (converted by law n. 38/2009) which introduced art. 612-bis of the Criminal Code, the crime of "persecutory acts", which punishes those who "through repeated conduct, threaten or harass someone in such a way as to cause a persistent and serious state of anxiety or fear or to generate a well-founded fear for safety". own or of a close relative or of a person linked to the same by an emotional relationship or by forcing the same to alter their life habits". The persecutory attitude, regulated by the law included in Chapter III of Title XII CPE sometimes identified with the name "nagging harasser syndrome", can be configured - in the practical aspect - as a pattern of voluntary behavior, repeated and/or promulgated over time and causing psychological or physical harm to the victim. The discipline involved in the study of this phenomenon has identified some types of stalking which include cyber stalking, occupational stalking, F/M stalking and FF/MM stalking. This attitude, punishable under the penal code, affects men in a much smaller percentage than women but, whenever it is implemented, it causes the same damage. In terms of profiling, the stalker could be configured as the "rejected", i.e. the one who is desperately looking for one last contact with the victim, and is, generally, the most aggressive; the "predator", i.e. the one who targets the victim to capture him and exercise violence with the aim of inflicting damage on the latter and the "sadist/voyeuristic" who is gratified in controlling the victim and assists in psychological and physical violence. Typically writes more letters, sends more gifts, harasses longer. Inadequate: suitor without a chance, with poor social and intellectual skills, desperate for partners. Resentful: enraged by the belief of having been wronged (often suffers from paranoid personality disorder), generally at low risk of violence. It is estimated that 21,5% of women between 16 and 70 years old (equal to 2 million 151 thousand) have suffered persecutory behavior from an ex-partner during their lifetime. If we consider the women who have suffered persecutory acts several times, these are 15,3%, while those who have suffered stalking in its most serious forms are 9,9%. Over the course of one's life, stalking suffered by other people is instead 10,3%, for a total of approximately 2 million 229 thousand women. Overall, therefore, there are approximately 3 million 466 thousand women who have suffered stalking by any perpetrator, equal to 16,1% of women. During the 12 months before the interview (in 2014), there were 147 thousand victims of stalking by ex-partners, 1,5% of women. Of these, around 81 thousand have broken up with their partner in the last 12 months. There are 478 thousand (2,2%) who declare that they have suffered it from other people. In cases of perpetrator other than an ex-partner, women have been stalked by acquaintances (in 4,2% of cases), strangers (3,8%), friends or classmates (1,3%), colleagues or employers from work (1,1%), from relatives and partners with whom the woman had a relationship at the time of the interview (both in 0,2% of cases). The perpetrators of stalking are male in 85,9% of cases compared to 14,1% of females. Unfortunately, in 78% of cases, an obscure figure is recorded regarding stalking given by the renunciation of reporting the phenomenon by the victims who do not resort to the help of competent authorities which include, for example, the anti-violence help desk or the social. The latest book masterpiece by criminologist Antonio Russo, entitled “Stalking Defeating it can be possible”, published by I Quaderni del Bardo Edizioni di Stefano Donno, focuses precisely on this theme.
