Rome, flurry of suspensions of licenses to premises pursuant to article 100 TULPS and of measures prohibiting access to urban areas by the Police Headquarters (DACUR) following joint anti-nightlife checks

Rome, immediate and timely DACUR measures from the Police Commissioner, following the recent events which occurred over the last weekends in some squares in the historic center of Rome, where numerous groups of young people, including minors, gave rise to arguments and brawls which resulted in containment actions by contingents of the police forces.

A total of 11 police measures were taken against young people and public establishments: 6 measures were adopted against as many young people, who were responsible for aggravated injuries, resistance, insult to a public official, as well as damage to state property. This, in addition to the criminal trial to which they will be subjected (they risk a sentence of 6 months to 3 years), the outcome of the police interventions in which the complaint or arrest was triggered.

Two of the recipients of the provision, which lasts 2 years, are DMS aged 19 and GG, aged 20, both Roman. Last June 12th, around 00.15, during an inter-force service aimed at controlling the nightlife areas in the San Lorenzo district, Local Police personnel intervened in Via dei Sabelli for a report of gatherings. On site, the young people had opposed the officers who had intervened with physical and verbal resistance, and were therefore arrested. For them, the Police Commissioner's Dacur (ban on access to urban areas) arrived immediately, prohibiting, as expected, access to public places or similar establishments located in the urban area where the crimes occurred as well as being stationed in the immediate vicinity of them.

Same fate for SLA, a 26-year-old Roman, arrested on 6 June for resistance, violence and injury to a public official towards a Carabinieri patrol on anti-nightlife duty in the San Lorenzo district. When the soldiers, around 23.45 pm, arrived in Largo Passamonti due to the presence of a large group of people, they noticed the presence of a woman who told them that she had been attacked, also indicating the perpetrator of the crime. Quickly stopped, the 26-year-old was arrested and the Dacur was also adopted for him, with a ban on access to public places or similar establishments in the area for a period of 2 years.

The fourth measure, again lasting 2 years, was adopted against GM, a 21-year-old Roman. Responsible for throwing objects in the direction of the Mobile Units of the State Police and the Carabinieri in Piazza Campo de' Fiori, on the evening of June 11th. For him, following the arrest, the Judicial Authority ordered the application of the precautionary measure of the obligation to report to the Prosecutor's Office for three days a week.

The latest episode involving 2 young people VG and VD, both Romans, aged 25 and 23 respectively, dates back to 13 June, when personnel from the Flying Department, on instructions from the Operations Room, quickly went to via dei Coronari to a report of gatherings. As soon as they arrived near Via della Pace, they intercepted a large group of boys, dedicated to bivouac and consuming alcohol, who, upon seeing them, started throwing objects and glass bottles. The officers who intervened managed to immediately stop two of the most violent ones, who were also responsible for violently pushing a police officer, causing him to fall to the ground and causing injuries. Arrested for resistance and aggravated injuries, the Police Commissioner immediately adopted the Dacur for them too, lasting 18 months for the first and 2 years for the second.

Failure to comply with Dacur provisions will result in a criminal sanction of imprisonment from 6 months to two years and a fine of 8 thousand to 20 thousand euros.

Still within the scope of the strategy, also shared in the recent meetings of the Committee for public order and safety, held in the Prefecture, 5 license suspension measures were adopted by the Police Commissioner, pursuant to article 100 TULPS, in against commercial premises, both in the capital and on the coast, for having given alcohol to minors, for possession for the purpose of dealing drugs, failure to comply with Covid protocols, as well as disruption of public order and safety.

San Basilio, San Lorenzo, Salario, Parioli, Villa Glori, Prati and Talenti are the neighborhoods affected. The duration of the closures ranges from 10 to 30 days, in the most serious cases, where it has been ascertained, for example, in the San Lorenzo district and in Viale Ionio, that the premises were used as a base for drug dealing.

In full synergy with the strengthening of joint services aimed at containing violent nightlife and with the subsequent adoption of specific administrative measures, such as the DACUR and, in fact, the provisions for suspending the license of premises that violate the sector regulations, with special reference to the administration of alcoholic beverages to minors, a detailed information-investigative activity was carried out which allowed the identification of a series of individuals, all with police precedents, including those already identified in the squares of central Rome, on the occasion of the aforementioned moments of tension with the police, considered capable of recreating similar disturbances again.

In the morning the Flying Squad, in collaboration with the judicial police teams of the Commissariats and Districts of the capital competent for the territory, carried out judicial police operations which made it possible to deepen and consolidate the information framework relating to the phenomenon of bad nightlife, leading to the identification of some subjects who fuel these violent behaviors, who in this regard will be given adequate attention, adopting suitable police measures against them where necessary, so as to prevent similar conduct in the future
