Civil Protection, yellow weather alert in Ravenna
From midnight today, Saturday 15 March, to midnight tomorrow, Sunday 16, weather alert number 30, yellow for hydraulic criticality, is active in the territory of the municipality of RavennaThe alert is issued by the Regional Civil Protection Agency and by Arpae Emilia-Romagna.
Please be reminded that until midnight today, Saturday 15 March, red alert number 29 for hydraulic criticality is in force.
On Sunday 16 March the hydraulic criticality in the central-western and central-eastern plains refers to the propagation and slow exhaustion of the floods in the valley sections of the Secchia, Reno main stem and right Reno tributaries, generated by the rains of the previous days, with levels close to or above the threshold 2. Possible exceedances of threshold 1 are not excluded in the central-western sector and in the western Romagna basins in the early hours of the day. A maximum near-shore sea level of 0.3 m is expected, with a maximum wave height of 1.2 m in the early hours of the day, decreasing.
It is recommended to implement appropriate self-protection measures, among which, in this case: pay particular attention to the state of watercourses and avoid accessing the huts located along them, do not access the banks and floodplains; pay attention to roads that may be flooded and do not access underpasses if they are found to be flooded.
Orange alert for Emilia-Romagna
The Emilia-Romagna Region has issued a new ORANGE weather alert for Sunday 16 March in the central-western and central-eastern plains. The new alert for hydraulic criticality is linked to the propagation and slow exhaustion of floods in the valley sections of the Secchia rivers, generated by the rains of the previous days, with levels close to or above threshold 2.
In the Apennine area, due to the conditions of high soil saturation caused by the rainfall of the last few days, localized landslides will still be possible on slopes characterized by hydrogeological fragility.
The situation is expected to be resolved within the next 48 hours. The bridge on Via Curtatona has already been reopened this morning, only bridge closed yesterday evening as a precaution. The Modena Municipal Operations Center (Coc) will remain active until the alert is over.
THEorange alert will therefore concern the plain areas of the provinces of Reggio Emilia, Modena, Bologna, Ferrara and Ravenna, where the passage of floods is expected Bucket, from the Reindeer and its right tributaries, with levels close to or above threshold 2. The flow from the hilly areas continues regularly, but slowly.
Almost all the rest of the regional territory has been classified in Yellow hydraulic alert (provinces of Parma, Reggio Emilia, Modena, Bologna, Ferrara and those of Romagna), even if Exceedings of threshold 1 in watercourses in the early hours of the day cannot be ruled out.
As regards the ridges, landslide events will be possible due to the high saturation of the soil caused by the rain of recent days.
It remains in force until midnight of today thered alert for floods of rivers in the provinces of Bologna, Ferrara and all of Romagna. At the moment the flow continues slowly, but steadily along the watercourses of the plain towards the sea or the Reno. No river is in the red threshold.
The situation in Emilia and the words of President De Pascale
Il outflow of rivers full of water that continues, the embankments still under pressure and the attention remains very high, especially in the basin Reindeer, in the Bologna area, and in the basins of Romagna. As well as the fear and concern of people and communities, once again grappling with the alarm for what could happen, after two days of red alert experienced with great apprehension.
Now the hydraulic danger alert is lowered – tomorrow will be Orange in part of the Modena, Bologna, Ferrara and Ravenna plains, yellow in the rest of the region – and Emilia-Romagna is the first, provisional budget of what happened in the last 48 hours.
In fact they fell huge amounts of rain, Up to 200 millimeters in Marradi, Lamone basin, comparable to those of previous floods. Extraordinary rainfall which insist on soils already soaked and saturated by the rains of the past months.
Some numbers, recorded by Arpae, relating to the cumulative rainfall amounts in the 48 hours in the stations of each basin that recorded the highest values (amounts concentrated in particular in the second 24 hours): Casaglia (Marradi, FI, Lamone basin): 200 mm; Pratacci (San Benedetto in Alpe, FC, Montone basin): 135 mm; Palazzuolo sul Senio (FI, Senio basin): 121 mm; Firenzuola (FI, Santerno basin): 110 mm; Monteacuto delle Alpi (Lizzano in Belvedere, BO, Reno-Silla basin): 98 mm.
It should be considered that the cumulative rainfall in 48 hours on the Lamone reached 145,8 mm 2-3 May 2023, at 189,1 mm the May 16-17, 2023 and at 236,6 mm the 17-18 September 2024. On Montone, however, 98,7 mm was reached on 2-3 May 2023, 164,9 on 16-17 May 2023 and 182,9 on 17-18 September 2024.
As mentioned, the'Attention to rivers remains at its highest but no floods or bank breaks have been recorded. A situation that has remained under control also thanks to the work carried out in the last two years: over 300 completed construction sites after the dramatic flood of May 2023, especially the reconstruction and consolidation of the embankments, new floodplains and floodplain footage. Just as the over 30 works carried out after the floods, particularly in the metropolitan city of Bologna, in autumn 2024, were fundamental: these too allowed for better management of what happened.
The same, now consolidated mechanisms, even in extreme situations: such as the Expansion boxes, even if they did not come into operation on the Senio because the river never reached the red threshold (it therefore did not wet the banks but only the floodplain).
Furthermore, starting tomorrow, once the water level has dropped, operations will begin to clear the banks and riverbeds of trees that have fallen downstream.
Maximum commitment of the system Civil protection, starting with volunteers: yesterday they operated 240 Guests divided into 57 teams, today 146 out of 30 teams. The evacuated 53 people have been taken into care, all in the Bologna area, including 35 people between Imola and Casalfiumanese.
"Flood events of May 2023- states the president of the Region, Michele de Pascale- have marked a watershed that has brought territorial security and the fight against hydrogeological instability back to the top of the priorities, with a necessary awareness to which territorial institutions and the Government must be able to propose a coordinated, concrete and certain response. In addressing this emergency- goes on- the interventions made in the last two years by the Emilia-Romagna Region have been very important, even if obviously they are not yet sufficient to face this new normality of violent and frequent rain events. For example, the Lamons he was very affected, but if it had rained even more, or if the Marzeno, we would have hardly been able to contain the waters in the plain area; however, it is equally objective that the works carried out on the river's course have shown significant improvements in withstanding the violence of the flood".
"We are on the right track- concludes of Pascale-, but we must follow it with even greater determination and with very strong solidarity and collaboration with all institutional levels, both with regard to maintenance interventions and in the construction of structural works to secure the territory".
Assistance continues in Garfagnana and Lucca
Meanwhile in Tuscany, the The soldiers of the Castelnuovo di Garfagnana Company continue their valuable work of assistance to the population and monitoring of the territory, in collaboration with the Operations Room of the Municipal Operations Centre. The operations are concentrated in the areas affected by the critical issues due to bad weather, with targeted interventions to ensure safety and traffic flow. Numerous interventions have been carried out to deal with landslides and fallen trees that have compromised road safety. In particular, in Molazzana, in the Vescherana area, an intervention was necessary to lower the road surface, while in Gallicano the work to secure a landslide, which has been underway for several days, is causing considerable concern to the municipal technicians.
Another landslide occurred during the night along the road connecting Chifenti to Corsagna where it was necessary to close the road due to the intervention of heavy vehicles.
The most critical situation concerns the regional road 445 of Garfagnana, in the section between Ponte di Calavorno and Ponte della Fegana, where restoration work is underway for the upcoming reopening of the road.
Particular attention is also paid to the monitoring of the Serchio river, with patrols engaged in monitoring the watercourse, especially in the vicinity of the Enel dam in Borgo a Mozzano. The information collected is transmitted in real time to the Operations Room and the Prefecture of Lucca for timely management of the emergency.
Veneto: unstable weather until the early hours of tomorrow
Il Regional weather reports that the weather will be unstable until the early hours of Sunday 16 March, occasionally disturbed, with further precipitation, including showers or local thunderstorms. The snow limit is around 1300-1600 meters.
Based on the weather forecast, the Decentralized Functional Center of the Regional Civil Protection informs that from 14 pm today to 20 pm tomorrow, Sunday 16 March, the operational phase of attention (yellow alert) is confirmed, to be reconfigured, at a local level, in the pre-alarm/alarm phase depending on the intensity of the phenomena, for hydraulic criticality in the basins:
· Upper Brenta-Bacchiglione-Alpone (VI-BL-TV-VR)
· Lower Brenta-Bacchiglione (PD-VI-VR-VE-TV)
with particular reference to the Agno-Guà-Fratta-Gorzone system.
The operational phase of "attention (yellow alert)" is also confirmed, to be reconfigured, at a local level, in the pre-alarm/alarm phase depending on the intensity of the phenomena, due to hydrogeological criticality in the basin:
· Po, Fissero-Tartaro-CanalBianco and Lower Adige (RO-VR)
in areas in hydraulic alert, the levels of the main watercourses may rise, with probable exceeding of the first hydrometric threshold
generally contained within the riverbed. It is also possible that the levels of the secondary hydrographic network rise and the backflow of rainwater disposal systems with flooding of underground rooms and/or underpasses.
