Operation “Clean Squares”: Naples, Caserta and Arezzo involved in a drug dealing organization with code words, even towards minors.

In the early hours of the morning, in the provinces of Caserta, Naples and Arezzo, the Carabinieri of the Casal di Principe Company, with a group of approximately 200 soldiers from the competent territorial army during the operation called “CLEAN SQUARES” have executed a precautionary custody order against 48 suspects - 26 in prison, 10 under house arrest, 3 residence bans, 6 daily obligations to report to the police and 3 transferred to a state of freedom – issued by the GIP Office of the Court of Naples North, against 47 Italian citizens and 1 foreigner, held responsible, in various capacities and in some circumstances even in concert with each other, for possession and dealing of narcotic substances (art. 110 cpe 73 Presidential Decree 309/90 as well as the more serious art. 80 paragraph 1 letters a) and e)).
The investigation, conducted between 2019 and 2021 by the soldiers of the Villa Literno CC Station under the direction of this Public Prosecutor's Office, made it possible to gather serious indications of guilt regarding the suspects, some of whom were also recipients of citizen's income, in approximately several hundred episodes of retail dealing – hashish, marijuana and cocaine – in the provinces of Naples, Caserta and Arezzo.
In this regard, in the month of October 2019 - following a series of investigations characterizing some of today's suspects - an intense info-investigative activity was started which gave rise to the start of the monitoring of cell phone users of subjects from Literno which from the beginning made it possible to acquire evidential elements relating to the aforementioned crime and which allowed the crystallization of numerous transfers of narcotic substances of the most varied types, also in favor of minors under the age of 18.
During the interception activities, through censorship carried out with an environmental device, it was then possible to certify the drug dealing episodes thanks to significant findings carried out by the Carabinieri, through the checks that followed the shadowing operations conducted by the aforementioned judicial police.
Often the sales activities took place in conventional places recognized both by dealers and local buyers and known for example by the terms “in the middle of the street” to indicate the local Piazza Marconi of Villa Literno, right in front of the municipal headquarters, or in the so-called “zig-zag” a small side street that connects via Roma with via Fiume, also in the Literno area.
A series of small groups of drug dealers then emerged, who collaborated with each other without any associative purpose, but with the sole objective of supplying the local drug market in Villa Literno.
Given the considerable number of suspects involved, a multi-level drug dealing activities which were carried out thanks to the real collaboration of drivers who cyclically agreed to accompany the drug dealer first to stock up in the Neapolitan and Caserta areas such as Caivano, Melito di Napoli, Rione Traiano and Castel Volturno, as well as in the nearby Casal di Principe and subsequently to carry out single sales in the Literno area.
Among those under investigation, in fact, thanks to the combined provisions of the monitoring activity carried out and the observation, stalking and control activities, actual local suppliers were identified, in the territories of Sant'Antimo, Castel Volturno and Melito di Napoli who were identified thanks to the innumerable quantity of supply incidents that occurred and for which the Liternese drug dealers were responsible.
The numerous retail sales took place in particular in Villa Literno, especially in the evening, following telephone contact, sometimes with the use of code words such as "coffee" or phrases such as "do a service" - with buyers, sometimes even minors, in the streets adjacent to the residences of the suspects, in the main square of the Municipality or in the square of the railway station or even near some schools in Castel Volturno and Aversa, in exchange for small sums of money.
Other times, however, the drug dealers themselves used rather clear language – circumstances that emerged mainly from environmental monitoring – where instead an explicit reference was made to the different types of narcotic substances, recognized by the names of Maria (marijuana), Mario (hashish), bubbazza and cocaine.
The investigations carried out also made it possible to ascertain also illicit behaviors inherent to the dealing of narcotic substances, often carried out also by subjects already burdened by personal precautionary measures, such as for example house arrest or by special guards who during the expiation of the measure continued regardless of such offenses.
During the monitoring activity which lasted for approximately four months, specifically from October 2019 to January 2020, multiple findings were carried out, culminating in numerous arrests in flagrante delicto, reports in state of freedom and administrative sanctions ex art. 75 Presidential Decree 309/90, activity which led to the seizure of hundreds of euros, as well as a large quantity of narcotic substances of different types.
