In the afternoon of Thursday October 5 2023, around 17 pm, during the territorial control service, personnel of the Flying Squad of the Vercelli Police Headquarters, passing through via XX Settembre, noticed a person known to these offices lying on a public bench in an apparent state of difficulty. Health personnel were already present on site, alerted shortly before by a passer-by and, therefore, the patrol operators also stopped to check on his health conditions.

The health personnel reported that the boy, with a restless and aggressive attitude, he did not allow himself to be approached or visited and, therefore, an ambulance with a doctor on board was requested to be sent to the scene.
At the sight of the policemen, the subject began to get agitated, yelling at them and maintaining a voice disrespectful and uncooperative behavior. To the numerous invitations made by the workers to behave calmly and respectfully, he responded with insulting epithets and threatening phrases, uttered in their direction and accompanied by disorderly and reckless gestures. In the same heated situation, the man took a can out of his trousers and threw it forcefully towards the operators, who managed to avoid it, and tried to hit them. In order to protect their own safety, that of the medical rescuers and of the subject himself, in compliance with the correct use of operational techniques, the operators applied safety handcuffs and accompanied him to the Vercelli Police Headquarters offices, to proceed with his complete identification and the ritual investigations. During the securing and subsequent handcuffing phases, the man persistently tried to free himself by violently struggling, and hit a State Police officer in the upper right limb, causing a personal injury judged to be healable in 10 days. During the subsequent transfer on board the service car, the subject continued to struggle, repeatedly throwing violent kicks and punches in the direction of the operators, hitting the safety cell of the passenger compartment and the windows thereof, damaging one of them.
Even for the entire duration of his stay at the Police Headquarters, he persisted in his antisocial and violent conduct, also damaging the iron bench on which he was placed, spitting and attempting to physically attack the operators.

At the end of the investigations, the man, a twenty-one year old of Moroccan origin, was arrested for the crimes of resisting a public official and aggravated personal injury, and was held at the Vercelli prison awaiting the validation hearing and of the celebration of the trial with a very direct rite.
On the morning of 6 October, following the trial held with very direct judgment, the precautionary measure of the obligation to report to the judicial police was applied to him.
On the morning of Tuesday 10 October 2023, personnel of the Flying Squad of the Vercelli Police Headquarters and of the Polfer on duty at the Vercelli railway station, executed the order to replace the precautionary measure of the obligation to report to the judicial police with that of custody precautionary in prison,
against the subject of Moroccan origin arrested last October 5th by the Volante operators. The increase in the personal precautionary measure, requested by the prosecuting prosecutor and ordered by the investigating judge, became necessary following other criminal actions carried out by the twenty-one year old in recent days. The latter, in fact, despite being burdened by the obligation to present himself to the police competent for the territory, voluntarily did not comply with it, failing to present himself daily at the Arborio Carabinieri Station, as prescribed by the order issued on 6 October following the outcome of the judgment validating the arrest.

The same, moreover, ion 7 October, a few hours after his arrest, was responsible for violence against the conductor of the regional train fast n. 2012 Milano-Turin and, on 4 October, the day before the arrest itself, he was released into a state of freedom for the crime of resisting a public official, in collaboration with another twenty-three-year-old subject of Moroccan origin, facts for which proceeded, respectively, the Vercelli railway police and the UPGSP of the police headquarters.

Tuesday October 10, while the Public Prosecutor requested the proceeding judge to increase the measure for the aforementioned, personnel of the Flying Squad intervened for the report made by a commercial operator of soiling the perimeter walls of his facility by two individuals of foreign origin, one of whom was the well-known twenty-one year old.
The operators, having intercepted themselves, people known to these Offices and immediately recognized as responsible for the facts described above, proceeded to a police check to carry out further investigations.
Given the aggressive and disrespectful behavior shown to the operators, the state of agitation in which they found themselves and the manifest intolerance of control, the subjects were subjected to a personal search, which gave a positive result, as they were found in possession of goods of which they did not know. justify possession or demonstrate ownership, subsequently subjected to seizure. Having arrived at the police station for the drafting of the ritual documents, iThe twenty-one year old, arrested on October 5th, persisted in his antisocial conduct, trying, with threatening phrases and aggressive actions, to prevent the operators from carrying out their official duties.
Once the investigations were completed, both were referred to the judicial authorities in a state of freedom and in complicity with each other for the crimes of theft and defacement and soiling of other people's property. The aforementioned precautionary measure of custody in prison was ordered against the twenty-one-year-old, who was also referred for violence or threats to a public official, carried out by the State Police, who accompanied him to the prison.
