Operation "Safe Rivers 2025," conducted by the Guardia di Finanza's naval unit during the late summer on the Po River, has concluded. The operation was aimed at providing a local service for law enforcement purposes, promoting a broad sense of safety among users.

In particular, with reference to the largest national river, the crews of the Cremona Naval Unit Squad carried out lake police checks, which resulted in the imposition of fines totaling over 30 thousand euros.

The most frequent violations encountered involved a lack of knowledge of the safety regulations governing inland navigation and, in one case, a company's failure to notify the relevant authorities of the commencement of its pleasure boat rental and leasing business.

Particular attention has been paid to avoiding activities that are dangerous to public health, such as fishing with electric current, the use of poisons, or mass trapping devices.

During surveillance of the river, a floating house, used as a "boat and breakfast" facility without the necessary permits, was identified. The owner was found guilty of violations amounting to over €64.

Operation "SecureLake 2025," conducted by the Guardia di Finanza's naval component, has concluded on Lake Orta, Lake Iseo, Lake Lugano, Lake Maggiore, Lake Garda, and Lake Como, on the large lakes of northwestern Italy. The operation was aimed at providing a local service for law enforcement purposes, fostering a broad perception of security among lake users.

Specifically, with reference to Lake Orta, the Guardia di Finanza naval unit, deployed as part of the Ministry of the Interior's summer patrol program to support law enforcement agencies operating in major tourist destinations, conducted 51 lake police checks, 27 of which were found to be irregular. The crew also conducted 69 police checks on the lake, collecting all relevant data for the Corps' subsequent investigations.

The most frequently encountered violations involved a lack of knowledge of the safety regulations governing inland navigation. In particular, irregularities related to the dangers of coastal navigation, the lack of onboard documents, and the absence of required lifesaving equipment were reported.

Naval Service officers also seized a Swiss vessel for customs violations. The financial police encountered a vessel flying the Swiss flag, whose onboard documentation appeared to be in order. Further investigation revealed that the recreational craft had been brought into the customs territory of the Italian Republic without completing the required customs formalities. Specifically, the vessel, originating from Switzerland, had not been declared upon crossing the border and its value exceeded the duty-free limits set by current legislation. Investigations subsequently confirmed that the vessel had been held within the EU since 1997, thus exceeding the time limits established by law for temporary admission in Italy without being imported.

Summer 2025 review of Lake Iseo.

In the Sebino basin, the Guardia di Finanza (Fiamme Gialle) naval units conducted 165 lake police checks, 69 of which were irregular, resulting in a total of approximately €46 in administrative fines. At the same time, 141 police checks were conducted, collecting all relevant data for the Corps' subsequent investigations, to be carried out jointly with the Provincial Commands of Brescia and Bergamo.

The most frequently encountered violations involved a lack of knowledge of the safety regulations governing inland navigation. In particular, irregularities related to the dangers of coastal navigation, the lack of ship's documents, the absence of required lifesaving equipment, and speeding were reported.

In the waters off the municipality of Sarnico (BG), the driver of a vessel equipped with a 40 horsepower outboard motor without mandatory insurance coverage was also fined, later seized.

Summer 2025 review of Lake Lugano.

Specifically, in the Ceresio basin, the naval units of the Lugano Lake Naval Operations Section conducted 204 lake police checks, 52 of which were found to be irregular and resulted in fines totaling over €7. Additionally, 86 police checks were conducted on inland waters, collecting all relevant data for the Corps' subsequent investigations. One rescue operation was carried out, resulting in the rescue of three people in distress on a sinking vessel in Swiss waters near Bissone.

Specifically, with reference to the Verbano basin, the naval units of the Lago Maggiore Naval Operations Section conducted 64 lake police checks, 21 of which were found to be irregular, resulting in the imposition of fines totaling approximately €23. Furthermore, 64 police checks were carried out, collecting all relevant data for the Corps' subsequent investigations.

The most frequent violations involved failure to understand the safety regulations governing inland navigation. Specifically, violations related to the dangers of coastal navigation, lack of ship's documents, lack of required lifesaving equipment, and speeding were reported.

To make checks on pleasure boats on the lake even more effective and rapid, joint Italian-Swiss patrols were carried out for the first time last summer by naval units of the Cantonal Police and Italian police forces, including those of the Lago Maggiore Naval Operations Section of the Guardia di Finanza, stationed in Cannobio.

Summer 2025 review on Lake Garda.

Specifically, in the Lake Garda basin, the naval units of the Salò Lake Garda Naval Operations Section conducted 148 lake police checks, 84 of which were found to be irregular and resulted in the imposition of fines totaling approximately €53. Furthermore, 144 police checks were conducted, collecting all relevant data for subsequent investigations by the Corps, to be carried out jointly with the Provincial Commands of Brescia, Verona, and Trento. Four rescue operations were conducted, resulting in the saving of a total of 4 people.

The most frequent violations involved a lack of knowledge of safety regulations governing navigation on inland waterways. Specifically, violations related to the dangers of coastal navigation, lack of ship's documents, lack of lifesaving equipment, and speeding. Regarding this last violation, an increase in speed-limit violations was noted, often involving the use of jet skis.

Preventive navigation safety surveillance activities have also been intensified. In this regard, checks were aimed at verifying that vessels were equipped with the required equipment. These checks are conducted throughout the year, and if the results are satisfactory, the boater receives a "blue sticker" certifying the presence on board of all the devices required by navigation safety regulations.

Specifically, with regard to the Lario basin, the naval units of the Lago di Como Naval Station conducted 109 lake police checks, 50 of which were found to be irregular and resulted in fines totaling over €200. Furthermore, 129 police checks were conducted on inland waters, collecting all relevant data for subsequent investigations by the Corps, and four rescue operations were carried out.

The most frequent violations involved failure to understand the safety regulations governing inland navigation. Specifically, violations related to the dangers of coastal navigation, lack of ship's documents, lack of required lifesaving equipment, and speeding were reported.

Regarding the violations detected, an increase in irregularities involving the unauthorized exercise of commercial activities involving recreational craft or the use of vessels or boats for purposes other than their intended purpose was also noted. On several occasions, Guardia di Finanza patrols have fined private vessel operators who transported passengers for a fee, without possessing the required "license" for this type of service.
