The Council of Ministers met on Friday 3 November at Palazzo Chigi. On the agenda are institutional reforms and resolutions for states of emergency, following the meteorological events that have hit Italy in recent days.

The Council of Ministers met on Friday 3 November at Palazzo Chigi. On the agenda are institutional reforms and resolutions for states of emergency, following the meteorological events that have hit Italy in recent days.
The Council of Ministers met Friday 3 November 2023, at 11.42 am, at Palazzo Chigi, under the presidency of President Giorgia Meloni. Secretary, the Undersecretary of the Presidency of the Council Alfredo Mantovano.
On the proposal of President Giorgia Meloni, institutional reforms and regulatory simplification are on the table Maria Elisabetta Alberti Casellati. A constitutional bill was approved for the introduction of the direct election of the President of the Council of Ministers and the rationalization of the relationship of trust. There constitutional reform has the objective of strengthening the stability of governments, allowing the implementation of medium-long term political guidelines; consolidate the democratic principle, enhancing the role of the electoral body in determining the political direction of the nation; promote the cohesion of electoral alignments; avoid parliamentary transformationism.
Furthermore, the Minister of Foreign Affairs and International Cooperation Antonio Tajani, approved a decree-law which introduces urgent provisions for the "Mattei Plan" for development in states on the African continent. The “Piano Mattei”, lasting four years, will have the aim of strengthening collaborative initiatives between Italy and the states of the African continent, promoting sustainable and long-lasting economic and social development of the latter and preventing the root causes of irregular migration.
It was approved, upon proposal of Minister of Agriculture, of food and forest sovereignty Francesco Lollobrigida, in definitive examination, the bill authorizing the Government on floriculture, aimed at establishing an organic regulatory framework regarding cultivation, promotion, marketing, valorisation and increase in the quality and use of products in the horticultural sector and the related supply chain.

The the Minister of Economy and Finance Giancarlo Giorgetti, confirmed, in preliminary examination, a legislative decree which will introduce provisions regarding tax assessments and biennial composition with creditors.
Also important focus on provisions for states of emergency related to atmospheric events. The Minister for Civil Protection and Sea Policies Nello Musumeci, has decided on the state of emergency, listing the territories involved as a result of the meteorological events, preparing indications regarding the economic and organizational management of the situation.
