The distribution of ministerial funds among the 22 regional PLUS has been approved by the Council: interventions on digital, psychotropic substances and active aging. Four areas have been excluded for funds not yet reported.
The Region distributes the ministerial funds among the PLUS (Local Unitary Program of Services to the Person) for the strengthening of the Family Centers with the aim of putting into practiceprevention and management actions for generational issues. Funds have been allocated for the PLUS 849.510 €, to be distributed among 22 regional PLUS. The resolution that allocates the funds to the PLUS was approved in today's meeting of the Council, on the proposal of the Health Councilor, Armando Bartolazzi.
In addition to the services already provided, the Family Centers will have to use the funds, in particular, to: Media and digital literacy interventions for minors, with particular attention to their protection from exposure to pornographic and violent content;activation of family literacy services on the prevention and effects of psychotropic substances through the use of materials made available by the Department for Anti-Drug Policies of the Presidency of the Council of Ministers; services for the elderly aimed at the practical valorization of active aging, also through the voluntary involvement of elderly people in activities of accompaniment, assistance and consultancy for families.
The intervention of the Council must ensure the activation of services in at least 30% of the Family Centers present in the regional territory.
The 22 PLUS will receive a fixed amount of 25.000 euros plus a variable amount based on the number of inhabitants covered.
The PLUS of Siniscola, Sorgono, Guspini and Sarrabus are excluded from the distribution. These four territorial areas have in their coffers a significant share of resources not yet spent, nor accounted for, referring to previous years and the annual ministerial transfers to the Region are subject to the complete spending and relative accounting of the previous years. "The exclusion was necessary to prevent the Ministry from blocking the transfer of funds in their entirety for the years to come to the entire Region, and therefore to the other PLUS", explains the Health Councilor, Armando Bartolazzi.
THEDepartment of Health has already taken action to overcome these critical issues. “I have already brought the matter to the attention of the General Directorate of Social Policies so that it can provide maximum administrative support to the PLUS for the management of the funds they have in their coffers,” Bartolazzi specifies.
The four PLUS in question have had administrative criticalities of various kinds, some still unresolved, which have slowed down the management capacity of the funds and their reporting. "In order not to further increase their management burden with the allocation of additional funds, the Department has instead preferred to actively support the PLUS in the management and reporting of the funds already present in the coffers", concludes the assessor.
