“We express sincere appreciation for the words of the Director of Caritas Giustino Trincia who, in underlining the importance of inclusive policies and social justice, confirms the commitment of our city in matters of civil rights and citizenship. Rome, in fact, is the first city in Italy to establish residency as a fundamental right, a milestone of enormous significance to guarantee all citizens the recognition of a fundamental status for access to further rights” – declares Andrea Catarci, Councilor for Personnel Policies, Decentralization, Participation and Territorial Services for the 15-minute city of Rome Capital.

“The Capitoline Administration – Catarci continues – has worked tirelessly to ensure that no one is deprived of the right to have a residence, an essential requirement for accessing basic services such as healthcare and education. This result is the fruit of a vision of an inclusive, fair city ready to respond to the needs of all citizens, including the most vulnerable. Thanks to Mayor Gualtieri's Directive 1/22 and the operational provisions, in derogation of the inhuman and cynical Lupi decree of 2014, in a year and a half approximately 3.500 people in housing difficulty and deserving of protection due to their difficult socio-economic conditions have obtained registration in the registry office: they have thus been put in the position to access fundamental rights such as education for their children, a general practitioner, and the connection of water and energy utilities”.

"Furthermore - concludes the Councilor – thanks to the radical revision and simplification of the regulation, we have made it possible for those without a habitual abode to proceed autonomously and directly with the request for registration at the virtual address of via Modesta Valenti, at the registry office of the territorially competent Municipality, without the prior intervention of the social service. Roma Capitale will continue to promote policies that put the person and his rights at the center, with an eye for the respect and dignity of each individual, in line with the values ​​of solidarity and social justice that have always characterized the city”.
