AS Roma Stadium, Nomisma SPA entrusted with the planning and management of the public debate.

The assignment of the design and management service for the public debate on the proposed intervention relating to the "AS Roma Stadium", declared of public interest by Roma Capitale, with Resolution of the Capitoline Assembly 73 of 9.05.2023.

Considering that this work will be carried out on predominantly public areas and will have an impact on the environment, on the city or on the regional planning, it will have to be the subject of a Public Debate that the Urban Planning and Implementation Department has entrusted with the managerial determination of 14 July 2023 to Nomisma SpA, – research and consultancy company founded in Bologna in 1981.

The Capitoline Administration then proceeded with the formal appointment of Coordinator of the Public Debate in the person of Marco Leone, Senior Advisor of Nomisma, who in addition to coordinating the Nomisma team, will make use of the skills of res publica – consultancy company specialized in public debate and public participation in sports infrastructure projects – for management and creation of the dedicated digital platform and FB & Associates – leading company in participation, public communication and advocacy processes – for the management of media and digital communication.

Nomisma will coordinate a team of specialists with proven experience, made up of 16 people (7 men and 9 women) who will collaborate in the creation of the collective participation project and in the management of the public debate process, a consultation tool regulated by the Contracts Code, which will have the subject is the feasibility project for the new AS Roma stadium.

The citizen participation meetings, which will begin in the first week of September, will consist, for this specific case, in a process of public information and discussion, which takes place in the middle of the authorization procedure, when the alternatives are still open and the decision and the methods for carrying out the work have yet to be definitively decided.

The themes, issues and any critical issues that emerge during the Public Debate will be able to provide useful ideas both to guide the definitive design of the intervention and to guide the evaluation of the competent bodies during the Services Conference for the final decision on the proposal of ASRoma.

In order to encourage plural and in-depth dialogue through the availability of all relevant documentation, presence at meetings, the possibility of intervening, of presenting comments, memories and documents, have been foreseen different ways of participating.

Specifically, it will be possible to provide one's contribution to the public debate both through a Web portal which will be specifically created and entirely dedicated, both on the occasion of a series of public meetings that can be enjoyed in person and online.

The definitive calendar of all meetings and the related summary reports, all citizens' contributions, as well as the documents prepared by the Administration relating to the same works, will all be made available in good time and always consultable on the dedicated portal.

The participatory process will end with the publication of a Concluding report, which will contain a transparent summary of the points of view that emerged, giving a clear representation of the comparison between the different relevances that each of them highlighted during the meetings.

Nomisma will not participate directly in the discussion and will be involved exclusively in the management of the process without interfering in the observations presented by the various stakeholders. At the end of the public debate, the observations that emerge will be collected and published and subsequently examined at the decision-making Services Conference.
