5 precautionary measures issued for criminal association aimed at corruption and ideological falsehood in the issuing of false medical certificates

Albano Laziale (Rome), the Carabinieri carry out the operation “Invalidus 2”. 4 doctors and a service center owner arrested for fraud against INPS

Four doctors, specialists in various branches of medicine, all working in public hospital facilities in the capital and the province, as well as the owner of a service centre in Albano Laziale (RM), have been placed under house arrest in execution of five personal precautionary measures, issued by the GIP of the Velletri Court, at the request of the local Public Prosecutor's Office, and executed, the last one this morning, by the Carabinieri of the NAS of Rome.

The restrictive measures on personal freedom arise from a complex and detailed investigation conducted by the Anti-Adulteration and Health Unit of the Capital, which has allowed the dismantling of a criminal association aimed at defrauding the INPS. The serious and weighty evidentiary evidence collected by the NAS military has
allowed the Judicial Authority to issue today's precautionary measures for the crimes of criminal association aimed at corruption and ideological falsity in a public document.

According to the prosecution's hypothesis, numerous illicit conducts have been ascertained against the five recipients of the restrictive measures. – upon payment in cash of approximately 150/200 euros per certificate – in favor of users, who relied on them to manage their applications for recognition of disability and to obtain the attendance allowance and/or the ordinary disability allowance, both recognized and paid by INPS, in the absence of the prescribed medical visits and the actual pathologies.

The service center represented the meeting point between supply and demand where the owner of the service center worked to achieve the maximum economic goal in terms of disability and related financial emoluments with the doctors, who through the certifications improperly drawn up on the headed paper of the facilities
public authorities attributed value to them as a guarantee.

By monitoring the service center, the doctors and the clients themselves, it was possible to ascertain the criminal dynamics that led to the execution of today's precautionary measures.

The investigation is the continuation of a similar activity initiated by the Rome Public Prosecutor's Office, which in January 2023 had led to the arrest of another orthopedic doctor and a retired nurse, head of the analysis laboratory of a hospital facility in the capital. Further investigative activities by the staff of the NAS of Rome - coordinated by the Veliterna Public Prosecutor's Office - aimed at ascertaining the responsibilities of numerous other people involved are currently underway.
