International cooperation under the aegis of ELA: audits on road haulage, road safety, and the fight against social dumping.

Joint controls between Italy and Austria on the motorways Milano: major European operation by the Traffic Police.

In the context of European collaboration between traffic police, coordinated by ELA – the European Labour Authority, an intense joint control activity was carried out on the main motorways in Lombardy.

The operation saw the participation of the Italian State Policeand Austrian police, Transport Authority and Labour Authorities of Belgium and France, demonstrating a shared commitment to ensuring the safety of traffic and the regularity of international transport.

Checks along the A4 and A1

The activity – which for Italy involved the operators of the Lombardy Highway Police – took place in recent days at: Highway barrier of Milano East (A4), Highway barrier of Milano South (A1).

These are two strategic hubs for European freight transport, chosen specifically to effectively monitor the mobility of heavy goods vehicles and commercial vehicles.

The main objectives of the joint mission were:

Control of driving and rest times: verification of compliance with the Community regulations and of the legislation AETR for non-EU vehicles, essential to prevent fatigue and accidents.

Control of international transport authorizations: Monitoring administrative compliance to combat abusive activities and irregular trafficking.

Vehicle safety check: in collaboration with the operators of the Vehicle registration, systems, devices and technical conditions were examined.

Fighting social dumping: thanks to the presence of theNational Labor Inspectorate, particular attention was paid to the contractual relationship between drivers and transport companies.

Targeted checks on: driving under the influence of alcohol, driving under the influence of drugs, irregular use of cell phone, excessive speed, failure to use restraint systems.

Below is the overall data on the activity carried out in Italy:

  • Traffic Police patrols employed: 12

  • Goods vehicles checked: 72 (70 EU, 2 non-EU)

  • Vehicles for the transport of people checked: 2

  • Violations of driving and rest times (EU): 64

  • Violations of driving and rest times (non-EU AETR): 2

  • International transport authorization irregularities: 4

  • Technical violations of vehicles: 58

  • Violations of the rules of conduct: 2 speeding violations

  • Additional sanctions: 2 administrative seizures

The operation is part of a cycle of international controls which has already seen activity in Belgium, Romania, Malta, Croatia, Cyprus and Austria.

In the next months ELA will continue to coordinate new joint inspections, confirming the European Union's commitment to making the road haulage sector safer and more regulated.
