I Carabinieri of the Pedara Station Command, together with colleagues from the Operational Intervention Company of the XII° Battalion “Sicilia”, with the support of the staff of theTechnical office of the Municipality, have carried out a series of investigations aimed at countering the building abuses, thus ensuring the safety and integrity of the municipal territory.
The inspection activity allowed us to find serious irregularities in 2 construction sites located in the municipal territory, one of the two results completely abusive, resulting complaint not only from the owners but also from the technicians in charge.
In particular, in the first construction site, set up on a plot of land of more than 2000mXNUMX located in the southern outskirts of Pedara, the Carabinieri discovered that it had been built a semi-detached villa with a covered surface area of 230 mXNUMX, without any authorization by the civil engineering department and the Superintendency and therefore not even by the Municipality.
Pedara, in fact, falls within a geographical area characterised by seismic risk and, therefore, it is subject to specific technical regulations for the construction of buildings and other works, which must necessarily be examined by the Civil Engineering Department which releases the seismic clearance, and from the Superintendence of cultural heritage as regards the landscape clearance.
The owner of the land, however, a 28 year old from Catania who had entrusted himself to a Ragalna engineer, had not yet obtained any kind of authorization but despite everything, he had already built the villa, therefore, on the basis of the evidence collected to be verified in court, both he and the technician were reported to the Judicial Authority.
In the second inspected construction site, located in the center of the country, a was discovered illegal expansion of an existing property, which led to the creation of one more floor.
The work in progress has doubled the building's surface area from 60 to 120 square meters, with the raising of the roof by about 2 meters, but the intervention had been declared through a simple Certified Notice of Commencement of Works CILA, as if it were only the roof repair.
La CILA, however, it is an enabling title that is used for renovate a building through extraordinary maintenance intervention which must not involve the structural parts of the building, and, therefore, cannot be sufficient for the construction of an additional floor, as, in fact, ascertained.
During the inspection, in addition to the owner of the house, a 54 year old from Mascalucia, also the person in charge of the company carrying out the works, a 60 year old from Tremestieri Etneo, it's a 35 year old from San Giovanni la Punta involved in the construction of structural works.
In both cases, moreover, in addition to the violations of building and urban planning regulations, were found failures to comply with workplace safety, because they were at work in the shipyards construction workers without personal protective equipment such as helmets and harnesses.

The Carabinieri will continue to monitor the territory to counter theillegal building which represents a serious risk for the territory and for public safety.
